Yes, I would like that to transfer over to DECA when they finally take the reins. As well as add it to the Halloween Event where you can get event progress for it.

Is hearts and minds back to only on friday the 13th? I just went by donatu, nothing came up, and i looked in the mission tabs and didnt see it. I like to do that mission and the omega event for nostalgia.

The last couple of years the mission has been available the whole length of the Halloween event. If I remember correctly, we had to remind the Dev's to turn it on then as well.
I've sent notice that Hearts and Minds didn't start with the event. Hopefully, it'll get switched on soon™.

I'm new to STO. How do I know if my character progression is actually counting toward the daily play event requirements?
The even screen has a progress bar counter at the bottom of the window. It also shows a countdown timer for when you are able to make more progress, usually 20 hours later. That means if you play at 9 PM on day 1, you have to wait until 5 PM on day 2 before you can earn more progress.
Yeah there should be countdown on top of the daily progress bar (the yellow one) it's also a convenient way of looking if the stuff you did was counted (sometimes events bug and won't count towards progress) as the countdown only shows up if you've made progress.
EDIT: the countdown was actually below the daily progress
I'm new to STO. I have been enjoying the witchy daily quest so far, but today I found it impossible because it is timed while trying to get ingredients for the cauldron. I've never had an issue with this before, but it just seemed so quick and I had to finally just stop after several attempts since I have nerve issues in my wrists and fingers that does slow me down. My question is do they get progressively harder the closer we get to completeting the event? This one just seemed a bit too much. Please understand that I'm just trying to figure things out still since I've only been playing this game for about twelve days now. Any feedback would be most helpful.

No, the difficulty stays the same. Cryptic is happy for you to succeed with the event so you will play the next event too, they don't try to slow you down.
It sounds like you had really bad random generation by the game. If your problem is with the patrols, try the TFO. If the TFO seems too hard, try the patrols.
I don't know about the patrols, but as far as I know of the cauldron room in the TFO isn't timed (I don't think any of the three are). What does happen in the TFO is that if you get in a group of high-DPS speedrunners they can get through their room and kill the witches in the witch room in a short period of time which ends that second phase of the TFO.
And when they are especially fast speedrunners it is not too uncommon to hear the witches doing their bad poetry before the spirit you help in the cauldron room even finishes her starting spiel.

The Cauldron Room does have a bit of a timer, but far as I know its not a fail condition whatsoever. I think its more "find the fresh ingredient and put it in before it spoils and we have to find something else."
I think the first time the patrols and the TFO came out, the timer was a bit faster than it is now.

I've had that happen before when I'm a bit too slow in getting the ingredients to put into the cauldron. Sometime I run into a chair or table the devs mistakenly left in the way. You'd think tripping hazards would be taken into consideration when working in a dimly lit room but apparently workplace safety isn't a thing in STO. The difficulty level is static so really it just comes down to some runs go smoother than others.

I don't think you have anything to worry about. At the 12 day point I was lucky to even find my way around a map let alone complete anything. Things should get smoother with a little practice
The Halloween event map has nothing to do with high-dps (whatever that is) and is more an exercise in restraint while trying to corral or entice things to come to specific areas that are under a light.
It'd be nice to see more players leave their combat pets and a lot of fancy area of effect kit modules in their inventory as these sort of items just make things take longer. They're the wrong approach for this map.
