Sort of anyway. I have no idea about WoW since I only played the private server version, and that only for a few weeks, but unless things have changed in the few years since I last played SWTOR it has two or three (depending on how you look at it) races at the F2P level and the rest require the player to have a subscription to use (and there may even be a premium level beyond that which requires buying an unlock for super-premium races on top of a subscription, though I don't recall any at the moment). When a subscription lapsed all of the premium characters on the account grayed out and were unusable until the player re-subbed.

On the other hand, Defiance was exactly like you describe. For free you get Human and Irathient, and a cash shop unlock was required for Castithans. They were all visible in the character generator, the Casti selection was just grayed out unless you paid for it. There was some talk about adding Indogene, but they never got around to actually doing it. None of the other races were possible since the customizations were only the head, skin, eye, and hair style and color, and clothing, the rest of the models (there was one male and one female body) were kept standard in order to keep performance up when there were a lot of characters in an area (like during arkfalls and raids).
