Not as far as I know of, it has been asked for numerous times and the devs have either not done it or have not mentioned it if they did.
Not allowing it does match what is seen in the show though, they are considered exchange officers (like Riker was in A Matter of Honor) and from what was shown in Trek that means they wear the uniform of the service they are actually a member of. In this case it means that the Romulan Republic officers wear the uniform of their service because they are members of that service, not Starfleet.
They still need to make it so that Romulan Embassy BOFFs can wear Reputation costumes, though. 😒

I know it's possible to put Embassy BOFFs in some special costumes; I have one in a full Undine set sans helmet. Could do with more than one head option, though.
