The map details in your case may not apply but stating where you are at ingame when you are trying to enter it may be useful.
But from your description this looks more like a network error. Have you tried clearing your cache and restarted your router.
cleared cache and restarted both router and computer but still getting stuck at the screen with the 3 witches at 99%
Try a force verify. Also make sure on demand patching is switched OFF.
Might also be worth trying doing a DNS flush too. Open the command prompt and type ipconfig /flushdns. What that does is it will clear any IP addresses or other DNS records from your cache. This can help resolve security, internet connectivity, and other issues.

logged into safe mode and graphic`s in the game where auto set to minimum I also went to setting and applyed them myself logged in ok
logged in to normal mode and the graphic`s in the game auto set to max so I set them to minimum and windowed mode restated the game and got stuck at 99% :-/
I can't enter the game, either, unfortunately. Waiting to play for nearly 5 hours already.
In the client I click "Play", then in the launcher I click "Engage" and all I get is the black screen with the white letters "CRYPTIC". I can't even switch between windows while in that state because the combination LShift+LAlt+Tab doesn't work while in that state. So I'm forced to switch off my laptop by clicking the left-hand corner button every time.
Edit: managed to enter the game at last thanks to this message:
After maintenance i managed to log in to the game at low setting then i reset to maximum settings and was stuck at 99% at the screen with the 3 witches again.

I had the same issue, but Safe Mode (the STO one) did not fix it, nor did any of the other suggestions in this thread. Eventually I did find the root cause (at least for me) - weirdly, it was caused by my network drivers.
While trying to diagnose this thing, I noticed I had very slow upload at speedtest.net (under 1 Mbps, while over 900 is expected). This would go away if I switched to a WiFi connection, and also when I rebooted Windows into Safe Mode. Likewise, switching to WiFi would allow me to log in to STO just fine.
I started going over my services and startup items, and eventually found that disabling the Killer Network Service (setting it to Manual startup type) resolves both the slow upload speed and the STO login issues for me.
So if your chipset is using the Killer Ethernet controller, doing this might help you as well. It does not seem to do anything bad to networking otherwise. I also disabled a couple other Killer services, just on general principles, but Killer Network Service alone was enough to fix it for me.
You can google "disable killer network service" and look at the instructions on Intel's site. The second part (marked "Optional") matches what I did on my machine (the first part doesn't apply to me as I never had the Killer Control Center installed, just the services).

what i did was go into task manager and quit the 2 killer programs running and i could log into sto right away
don`t know if there is a way to disable the programs all the time but its a good work around
