I don't think its a PR issue honestly. Ships get released a lot. I'm planning on getting the Connie III next year. I had considered the Inquiry this year, but decided on the Farragut instead. In this case it worked out for me overall. Milage may vary. Some people may still go for the standard Inquiry through the event campaign for specific characters because they can't afford the Legendary.
The ship, in one form or another, is available via multiple means. There are options available. What option is chosen is up to the player.
The legendary inquiry is exactly same except for one part, the deflector. Yes it has a new skin as well...
Let me point you to the Legendary Defiant and the fact that 'nose paint' is the 'extra skin' option.
'Extra Skin' could be a new paint job, or new hull pieces such as on the Legendary Intrepid and it's Warship variant. The 'extra skin' is unique to owning the Legendary version and not something a previous version owner is entitled to.

Sure, I get that. (A friend in my fleet gifted me the Connie 3 and it's a sweet ship). The real issue isn't the slightly updated model of the Inquiry, the issue is that they released essentially the same ship as the promo just after a lot of people spent their hard earned year's grinding for the Inquiry. The timing was terrible. I didn't, I spent a fortune on it on release (sigh...)
In my opinion the Inquiry Gamma isn't a new model, it's an update, just like the Odyssey was an update. It didn't warrant being slipped into an expensive bundle. It would have been a lovely free bonus to anyone who had any of the avenger class of ships and made the lot of people happy, instead it has made a lot of people angry. That's all I'm saying. If they had made a new ship for the legendary AVENGER then this wouldn't even be an issue, but they didn't. Same ship (almost) same visuals (almost).
Legendary ships always were different from the promo versions, usually slightly nerfed but different. The legendary inquiry is just not worth buying if you have the promo. And anyone who would be interested in a legendary Inquiry already has the promo. That's what I mean by bad PR/timing. All it would have taken is switching MW/INT to INT/MW, and now you have a completely new Inquiry platform to play with.

I agree. The legendary Defiant is one of the better versions of the ship though and there is no promo Defiant as far as I know. The nose paint is a really cool addition to the visuals, I'd pay for that. The Inquiry though, is just basically a different deflector. I wouldn't pay for that.
To sum up. This is the first bundle that essentially means if you have the promo then there is no need to get the bundle and if you have the bundle then there is no need to get the promo. This has never been the case in any previous Legendary bundle.
ian, I disagree to a point, I have the promo, on one toon only... I like it enough that I would fly it on other toons... This is the thing that is convincing me to save up for the bundle...
However, I do agree with you on the other half of the coin. No need to get the promo (at all) if you have the bundle...

That's a good point that I didn't consider, the full account unlock. It's actually a pretty good deal for what you get and there is no denying that both ships are top notch.
The Inquiry Gamma is still somewhat broken from what I’ve seen the Nacelle Pylons aren’t smooth into the hull and the central part of the Deflector Dish is not attached to the hull.
