You can access the Lobi Store pretty much anywhere by "using" the crystals themselves so I don't really see a need to add an NPC or console to access it.

Not altogether sure what you're asking here but...
In addition to the methods already mentioned the Lobi Store can also be accessed by using the button on the Event Campaign user interface.
If you're asking for a location to buy Lobi crystals in game, that's unlikely to happen. Opening lock boxes and/or promo packs are the primary sources. Or choosing the Lobi option for your Campaign Event prize/buying certain Zen store bundles.
The ships on there aren't so good, except for the NX class, Dreadnought class and Maquis Raider, should remove all alien ships and put in some new ships or fighters etc.
The Iktomi is a very nice science ship, it is the main ship of one of my captains and I am considering buying the Kiwavi too at some point as a change of pace. Not everyone has the same taste in ships, so "getting rid" of all the alien ships would be a stupid move since they all sell well enough that players fly them in TFOs and have them floating "in orbit" in space social zones and whatnot reasonably often.
In fact, I was in two rounds of the current event TFO where someone was flying a Kiwavi, and I flew my Iktomi in one a few days ago (I have a lot of characters so I don't fly the same ship every day).
Anyway, what they need is more ships, not less, outside of gambleboxes. A lot of the more interesting ships in Trek are alien ones, like the Kriosian battlecruiser, the Xyrillian ship, the TOS Orion, and many others that have not made it into the game so far (or at least not as playable ships yet).

Besides there's people who might want to get those ships for the looks and not care about the stats, it's not really fair for them to delete those ships they want because their stats are no longer what DPS chasers want, maybe put them in a more accessible place then the lobi store but frankly removing them isn't really beneficial for anyone.
I don't think I have seen a City ship. probably won't anytime soon with a 9K lobi price tag. that's probably a good thing

Replacing them would be a long and costly process as it would demand another ship release format be sacrificed for Lobi (they can't magic up the dev time to build that content, zero-sum costs are always involved). Loot boxes are still a pillar of the economy, big bundles seem to be doing well, so that basically leaves the standard c-store as your expendable format (as it was for the year of the 10th anniversary bundle). So congratulations, you've inflated the price on standard FED content and made it character bound. It's not an upgrade over the scheme we have now (where Lobi is being supported by cheaper, 200 crystals or less, content drops [ie. more accessible things, it's a LOT to grind up for a ship] and what little space there's left for c-store ships isn't being given over to it.) Ie. it's not a bad thing the Lobi store's shipyard got left behind considering the most likely thing Cryptic could sacrifice to keep it going (we'd like loot box content to be the answer but until real player spending behavior changes that's not happening).
I'll also give a shoutout here for the S'ona battlecruiser, it's great dual spec torp or DBB boat. Fun for non-FED character theming too as a top of the line warship with a touch of luxury bought from the open ship market. Every other choice is either heavily faction engrained, utilitarian, or Ferengi.

Outside of the once a year event, the source for lobi is the cash shop via lock boxes and promo packs. If you could exchange credits or latinum it would cost Cryptic money they need to run their business.
