Right now there are a few small changes that i think could really benefit pvp. I know pvp is a low priority for the devs, and keeping that in mind i'm trying to come up with small, easy to implement fixes/changes that i think will have a big, positive impact on pvp gameplay. I'll list them in a way i've found useful for alpha/beta testing in order to try to make it easy to pass the info along.
1. Problem: Most placates used in PvP are not being effected by "Pilot Team", which is supposed to give immunity to placates.
Solution: Fix "Pilot Team" so that it gives immunity to all placates.
2. Problem: The trait "Trauma Response" is broken and instantly giving like 82.5% shield pen by instantly applying 10 stacks (+1 hidden) on one use of "Emergency Power to Shields". With a couple other things this is giving players 100% shield pen all the time and changing the dynamic of the game.
Solution: Fix "Trama Response" so that it only gives 1 stack at a time, and only when actually healing an ally, not yourself. possibly lower the max stacks or the numbers on the effects so that it can't make shields completely useless.
3. Problem: Massive Lag in Ker'rat. to the point where it basically becomes unplayable for most ppl.
Solution: lower the max number of players allowed in ker'rat. right now it's 20 (25 with tricks) and the system simply cant handle it. I would suggest lowering it to 10 so that the pvp players can enjoy the proper gameplay experience. right now everyone's getting frozen for several seconds every few seconds once the players start getting into the teens, esp when there's a bunch of sci spam.
4. Problem: Torpedoes are too slow and cant target fast players anymore in PvP.
Solution: Increase the base speed of torpedoes so that they can keep up with the ships, which have gotten large speed increases over time. Torp speed needs to be raised in order to compensate for the ship speed increase.
5. Problem: Torpedoes arent very viable in pvp unless they're exploiting the "Trauma Response" skill for 100% shield pen, because shields absorb too much of the dmg.
Solution: Reduce the resistance shields have to torpedoes. 75% resistance is just way too high when you add everything else shields have to reduce dmg on top on that. I would suggest reducing it to about 50% resistance and see how that goes. cause right now literally the only ppl i've seen using torps in pvp have to use "trauma response" with it in order for it to be effective. shields just prevent way too much dmg from torps at 75%. a ship being endlessly hammered by torps every .5 secs shouldnt just be able to sit there taking no dmg (with resists and regens) because torps cant do anything to shields, that's not very star trek...
I would just like to end by saying that there is a lot of interest in pvp as end-game content, but the power gap is so large now between veteran players and newer players that most ppl get discouraged pretty quickly once they see just how large the gap is and how little they can do about it. I know this one would be a little more difficult to code/implement, but if it's at all possible to remove the endeavor bonuses in pvp maps, i think that would really help things out a LOT, esp in regards to getting newer players to be able to compete and have fun in pvp. However, I do know that there is a smaller percentage of people who like to do PvP. That's fine with me too, let people do what they like.

There are game modes that are not my thing either. I don't take the time to respond to everyone talking about ground combat with a LOLground post. I'm not a RP player either... I also don't take the time to respond to such posts with a haha no one likes this content you weirdos.

1. The pilot change seemed like a quick fix probably aimed more at PvE then anything PvP. Frankly I dislike the pilot team 100% placate immunity idea. Don't get me wrong I think placates are a massive issue. I just would rather see it fixed properly. Placates that are not a bridge officer skill like jam sensors shouldn't work vs players >.< I know its been part of the game for a long tiem... and ya ya there are counters. Frankly its just annoying and the last thing anyone really wants to be countering. Also if this is the fix going forward... it just means the only viable PVP ships will be required to have at least some pilot seating.
2. There are many ways to gain massive shield pen. I think the ship may have sailed on fixing this one. I can think of at least 4 traits of the top of my head that will get you north of 50% shield pen and some of them can be 100% uptime or close too.
3. No thank you... Kerrat already has a limit that is too low. The entire point of kerrat is to have large open world battles and its the only place we have for that. If you want to fight someone one on one use the Arena... if you want to have 5 man team battles use the arena. Is kerrat broken... yep. Is it fixable no. Anyone that has been around the game and PvP for awhile knows that more then one Dev over the years has looked into fixing it. One Dev team even said it was in the works. The code is a mess and they frankly aren't capable of fixing it. (one attempt to fix kerrat gave us the now famous warping borg... the didn't always do that lol) The only thing they could do would be to delete it and rebuild. I think that would be a good use of their time... but really not until they fix some of the core mechanic issues with PvP right now.. such as #1. Also be careful what you wish for. Many of us have a love for kerrat that goes back almost 15 years now... delete and rebuilds don't often go as you hoped.
4-5. Torps are landing dmg no matter what the animation is doing. The bottom line is torps are just not very threatening to players. Even just popping something like brace for impact makes them basically useless even with high shield pen. (which is also very possible... slot Kinetic Precision + Piercing projectile + Lorca + skill points throw in the tricobalt tear if you want some more pen. Its not hard to get north of 50% shield pen on torps 100% uptime) Energy delivers damage in bursts which is why its in general superior in PvP. Torps may seen like they are burst weapons but if you only run torps dmg is going to roll as per the global torp cool down. Its just not bursty enough to deal with players with all the resist/temp hp pools/save traits we have these days. Players don't tend to be squishy like a zero resist npc. If you use torps in PVP you can't only use torps like you can in PvE, unless your talking about some sort of DPS support build.
Anyway doesn't hurt to ask. So far though Cryptic has mostly ignored PvP for over a decade at this point.

PvP has been dead for a decade tbh. They tried different things, but at the end of the day, PvP is not worth the effort to play or even fix. The equipment we have is geared explicitly for NPC HP sponges, not for PvP and Endeavours are hard-coded to the account, not the character. It would take an absolute ice age to go through every piece of equipment to give it 'PvP applicable' stats, and even longer to test them all. The game simply was not designed for nor built with PvP in mind.

considering the lack of manpower the devs seem to have I would suggest all requests of trying to fix PVP be circular filed, considering PVP is a minuscule player population
If you like good PVP, I'm sorry to say you need to find a different game for it. Or do what I've heard a few people do which is play as a group with agreed on limits on gear and powers. PUG is going to be min-maxers wiping the floor with the few victims that wander into battle.
The number of PVP players is small not large, and Cryptic doesn't have the resources to put into it when they could put them into PVE content that returns much more for their investment.
Your fun is not wrong, but you might be disappointed since this game is probably not going to cater to it. It doesn't hurt to keep making suggestions though.
I know PvP is on life support... I'm not kidding myself. The number of PvP players left is small, Its not dead. At least not completely.

At this point the only real way to bring PvP up to par would be to wall it off completely from the PvE game. I'm not saying some attention to skills and items and a few tweaks couldn't help and wouldn't be appreciated. Just nothing short of a real overhaul is going to make it accusable to people that haven't already been PvPing. To learn STOs current PvP game takes some dedication and finding some of the few PvPers left willing to help you out a bit.
Anyway it really is too bad Cryptic never took PvP seriously. Early on before reputations, before lockbox space traits, ship traits, universal consoles and even ship sets. This game had a really good core game of balanced skills, and actual team play. I mess having a buff bar I could read at a glance... and buffs I could count on other players. The game was fun when you could figure out when your targets buffs heals or escapes where on cool down. At this point in the game... I mean everything is at global and the bar is filled with 100 silly icons that mean nothing. For a year or two after Snix (long gone Cryptic developer) overhauled skills and made teams clear disables and subnukes and other negative buffs... he made hazard emitters you know clean hazards His systems overhaul had the game in a great place both for PvP and for PvE. (not counting the typical handful of exploitable bugs that always seemed to plague the game back then.) Its just too bad Cryptic was never really willing at that time to spend the resources to do what needed done. Had PvP and PvE been split a bit back then like I believe he wanted we would all be talking about PvP very differently... and a group of players that have mostly all left would probably still be here spending money.

btw, for the record, if pvp were dead, then ker'rat wouldnt have a lag problem from having too many people in it at once. many pvpers like to have the best, top of the line, up to date gear and skills too. the more you ignore them the more you ignore that potential income those elite players bring to the game.

Sorry, but the devs are not going to come in here and answer you personally. So, as I said before, since you don't seem to want to take the word of those who have watched those livestreams, and you just have to hear it from a dev yourself, you can watch the livestreams and glean the information for yourself. I'm not trying to be rude. There is no conflicting information - you've been told repeatedly that PvP is not popular in STO, and that the devs aren't going to be sinking a lot of effort into "fixing" it because the beancounters won't let them do anything that doesn't have a high likelihood of making more money than it costs. You were advised to seek out those livestreams because you wanted to hear it from a dev, and the team is small enough that they can work on the game or haunt the forums but not both.
I'm sorry the answer you're getting isn't the one you want, but the situation is what it is, not necessarily what any of us would want it to be (personally, I'd be delighted if this game were as big as WoW and we had devs to spare to work on new systems, but it isn't).
I daresay, however, that you accidentally happened upon one of the reasons why PvP isn't that popular here (along with the fact that Star Trek itself isn't all about main characters killing each other, even when there's a war on) - as you said, PvPers want the very best top-of-the-line systems too. Problem is, they want the systems that are very best at evaporating other players, meaning that unless you've got that gear when you meet one, you're dead. It's one of the reasons why Ker'rat stopped being a desirable destination for leveling characters, because the PvP fans were vaping anyone who wanted to try to learn how it's done. Discouraging people from playing isn't the best way to get them to play.
Overall, I'd have to say that if you're just itching to fight other players from your spaceship, this probably isn't the right game for you, and trying to alter it to make it the right game for you would make it the wrong game for too many other players. Perhaps look for a better fit? Space combat with other players is literally the name of the game in EvE Online, for instance...

I'm sorry that you feel insulted. That was not my intent. *I* am not supporting anything. I'm simply pointing out that people have answered you, and if you don't want to accept what they're telling you, then you're more than welcome to find that information for yourself and where to go for it, if you're insisting on hearing it from a dev.
Yes, you may have watched one video, but there are others in which PVP is discussed for more than a minute. If you don't want to watch those videos, then there are threads in this very forum with synopses of various livestreams. I don't know whether that would be acceptable to you, though since those are typed up by another player and not a dev. Either way, the information is easily accessible to the public. One need only chose to consume the information. That you seemingly do not wish to make the effort to do so is not the fault of anyone else.
At this point, though, with you throwing around terms like "false advertising" and pressing for the "company's official position", makes you sound rather litigious. So, I would caution you on how you'd like this thread to proceed.

1. The pilot change seemed like a quick fix probably aimed more at PvE then anything PvP. Frankly I dislike the pilot team 100% placate immunity idea. Don't get me wrong I think placates are a massive issue. I just would rather see it fixed properly. Placates that are not a bridge officer skill like jam sensors shouldn't work vs players >.< I know its been part of the game for a long tiem... and ya ya there are counters. Frankly its just annoying and the last thing anyone really wants to be countering. Also if this is the fix going forward... it just means the only viable PVP ships will be required to have at least some pilot seating.
2. There are many ways to gain massive shield pen. I think the ship may have sailed on fixing this one. I can think of at least 4 traits of the top of my head that will get you north of 50% shield pen and some of them can be 100% uptime or close too.
3. No thank you... Kerrat already has a limit that is too low. The entire point of kerrat is to have large open world battles and its the only place we have for that. If you want to fight someone one on one use the Arena... if you want to have 5 man team battles use the arena. Is kerrat broken... yep. Is it fixable no. Anyone that has been around the game and PvP for awhile knows that more then one Dev over the years has looked into fixing it. One Dev team even said it was in the works. The code is a mess and they frankly aren't capable of fixing it. (one attempt to fix kerrat gave us the now famous warping borg... the didn't always do that lol) The only thing they could do would be to delete it and rebuild. I think that would be a good use of their time... but really not until they fix some of the core mechanic issues with PvP right now.. such as #1. Also be careful what you wish for. Many of us have a love for kerrat that goes back almost 15 years now... delete and rebuilds don't often go as you hoped.
4-5. Torps are landing dmg no matter what the animation is doing. The bottom line is torps are just not very threatening to players. Even just popping something like brace for impact makes them basically useless even with high shield pen. (which is also very possible... slot Kinetic Precision + Piercing projectile + Lorca + skill points throw in the tricobalt tear if you want some more pen. Its not hard to get north of 50% shield pen on torps 100% uptime) Energy delivers damage in bursts which is why its in general superior in PvP. Torps may seen like they are burst weapons but if you only run torps dmg is going to roll as per the global torp cool down. Its just not bursty enough to deal with players with all the resist/temp hp pools/save traits we have these days. Players don't tend to be squishy like a zero resist npc. If you use torps in PVP you can't only use torps like you can in PvE, unless your talking about some sort of DPS support build.
Anyway doesn't hurt to ask. So far though Cryptic has mostly ignored PvP for over a decade at this point.
When i came back to the game last week, i wasnt surprised at all to see PVP basically dead. PVP in this game was a joke back 4 years ago, and considering the power creep thats went on over the past 4 years i aint surprised to see basically no one queuing for PVP or going to Kerrat in my time zone.
PvP has been dead for a decade tbh. They tried different things, but at the end of the day, PvP is not worth the effort to play or even fix. The equipment we have is geared explicitly for NPC HP sponges, not for PvP and Endeavours are hard-coded to the account, not the character. It would take an absolute ice age to go through every piece of equipment to give it 'PvP applicable' stats, and even longer to test them all. The game simply was not designed for nor built with PvP in mind.
I'm entitled to an opinion as long as stating it is done respectfully and politely.
I was wishing them luck on getting their suggestions considered, nothing more.
The number of PVP players is small not large, and Cryptic doesn't have the resources to put into it when they could put them into PVE content that returns much more for their investment.
Your fun is not wrong, but you might be disappointed since this game is probably not going to cater to it. It doesn't hurt to keep making suggestions though.

At this point the only real way to bring PvP up to par would be to wall it off completely from the PvE game. I'm not saying some attention to skills and items and a few tweaks couldn't help and wouldn't be appreciated. Just nothing short of a real overhaul is going to make it accusable to people that haven't already been PvPing. To learn STOs current PvP game takes some dedication and finding some of the few PvPers left willing to help you out a bit.
Anyway it really is too bad Cryptic never took PvP seriously. Early on before reputations, before lockbox space traits, ship traits, universal consoles and even ship sets. This game had a really good core game of balanced skills, and actual team play. I mess having a buff bar I could read at a glance... and buffs I could count on other players. The game was fun when you could figure out when your targets buffs heals or escapes where on cool down. At this point in the game... I mean everything is at global and the bar is filled with 100 silly icons that mean nothing. For a year or two after Snix (long gone Cryptic developer) overhauled skills and made teams clear disables and subnukes and other negative buffs... he made hazard emitters you know clean hazards His systems overhaul had the game in a great place both for PvP and for PvE. (not counting the typical handful of exploitable bugs that always seemed to plague the game back then.) Its just too bad Cryptic was never really willing at that time to spend the resources to do what needed done. Had PvP and PvE been split a bit back then like I believe he wanted we would all be talking about PvP very differently... and a group of players that have mostly all left would probably still be here spending money.
Sure. You're more than welcome to watch any of the past livestreams where the topic of PVP has been addressed, if you just have to hear it from a dev's mouth.

i just watched one of those where he said they were open to making small changes to help pvp, but that it was a low priority. i posted this with that in mind, and instead of a "thank you for the info" that i usually get for giving this kind of info, i'm getting only negativity and ppl saying that they arent going to put any resources into pvp. i would like to know the official position of the company on pvp. not just a long livestream with a dev in it where they vaugly talk about it for a min in the middle of an 80 min livestream. and then to have the moderator tell me to just look it up there if i just have to hear it from a dev's mouth... not very nice imho. i would like the company's official position on pvp plz
People in here have been trying to summarize the company's position on PVP for you, but you don't seem to want to hear that. Sorry, but the devs are not going to come in here and answer you personally. So, as I said before, since you don't seem to want to take the word of those who have watched those livestreams, and you just have to hear it from a dev yourself, you can watch the livestreams and glean the information for yourself. I'm not trying to be rude. I'm just trying to help point you in the direction of the answers you're seeking in the best way possible given the restrictions on how you seem to want to receive said information.

There seems to be conflicting information, and instead of clearly providing the company's position on it. you've told me to just look through hours of livestreams and hope i find the info i'm looking for, even after i told you i saw that recent one. That is very, very insulting. since you seem to be supporting the people saying that there will be no action taken to ever help pvp, contrary to the recent livestream with the dev. one of you seems to be misinformed... too bad this simple info cant be made easily accessable to the public. right now the fact that pvp arenas and ker'rat are available options with no warning on them that the content isnt supported means that you're falsely advertising game content that you dont support. is this the position of the company?
I'm sorry the answer you're getting isn't the one you want, but the situation is what it is, not necessarily what any of us would want it to be (personally, I'd be delighted if this game were as big as WoW and we had devs to spare to work on new systems, but it isn't).
I daresay, however, that you accidentally happened upon one of the reasons why PvP isn't that popular here (along with the fact that Star Trek itself isn't all about main characters killing each other, even when there's a war on) - as you said, PvPers want the very best top-of-the-line systems too. Problem is, they want the systems that are very best at evaporating other players, meaning that unless you've got that gear when you meet one, you're dead. It's one of the reasons why Ker'rat stopped being a desirable destination for leveling characters, because the PvP fans were vaping anyone who wanted to try to learn how it's done. Discouraging people from playing isn't the best way to get them to play.
Overall, I'd have to say that if you're just itching to fight other players from your spaceship, this probably isn't the right game for you, and trying to alter it to make it the right game for you would make it the wrong game for too many other players. Perhaps look for a better fit? Space combat with other players is literally the name of the game in EvE Online, for instance...
I'm sorry that you feel insulted. That was not my intent. *I* am not supporting anything. I'm simply pointing out that people have answered you, and if you don't want to accept what they're telling you, then you're more than welcome to find that information for yourself and where to go for it, if you're insisting on hearing it from a dev.
Yes, you may have watched one video, but there are others in which PVP is discussed for more than a minute. If you don't want to watch those videos, then there are threads in this very forum with synopses of various livestreams. I don't know whether that would be acceptable to you, though since those are typed up by another player and not a dev. Either way, the information is easily accessible to the public. One need only chose to consume the information. That you seemingly do not wish to make the effort to do so is not the fault of anyone else.
At this point, though, with you throwing around terms like "false advertising" and pressing for the "company's official position", makes you sound rather litigious. So, I would caution you on how you'd like this thread to proceed.
