If there are any changes, then yes, old recruits automatically can access them; however there are no changes this time from the looks of things.

These were on before? I have a Klingon recruit and don't recall seeing these items from the previous Klingon event. I sure don't have that ship or the ground kit. Is there someplace I can get those items? I definitely do not have them, i checked shipyard/bank/etc, nope.
I've been on hiatus from STO for a while so was checking to be sure!
NEAR future, no. But FUTURE, yes. All Recruitment Events do reappear throughout the year in rotation.
Yes, this is currently PC only. Console will get their Events in the coming months.

These are rewards from the Encrypted Klingon Transceiver that Klingon Recruits receive as part of the recruitment event.
If it's entirely blank, you already have claimed everything. Just click on your transponder on your recruit as well. You dn't need to visit Q'on to claim KDF recruit rewards, only rewards from other recruitment unlocks. These items have always been available, and AFAIK there has never been anything added, due to the fact this recruitment is only a couple or so years old.
yeah thats why im confused, i didnt do much on the recruit other than level it with the event instances and i never saw anything about a scaling T6 ship or that universal kit. im guessing i didnt get far enough in the storyline? which is odd since its a "scaling" ship, youd think you would get that on starting so it...scales
A lot are just mark boxes, but there's quite a few that offer unique items.
In particular, look at the "Slay Enemies of the Empire" category - these spawn specific enemies in the first few story missions which will grant at least one very interesting reward.

I took one of my klingon recruits from the past and went to the officer in the great hall that, LT Q'on and he didn't have anything to give.
Just also want to make sure, if you have a Klingon Recruit already, you won't gain anything from doing a second one other than that toon will be able to claim only the recruitment rewards and the account will not get to reclaim a second klingon recruit bonuses from Q'on or the Federation equivalent
> What about that M’Chla Refit Bird of Prey for Klingon Recruits. My 2 Klingon Recruits who are still under level 50 do not have access to this ship at all. Where are the suppose to get it or is this why you need to create a new Klingon character for this recruitment event.

You get the ship from the transponder you receive as a Klingon Recruit.
> They don't as you get the Klingon Recruit Transponder in the Klingon Tutorial and only when the event is active. They have their own tutorials so no your Romulan or Dominion character can't be a Klingon recruit.
I didn’t think so, but figured it couldn’t hurt to ask.
Unfortunately, they cannot. In order to participate in the recruitment, you'll need to make a character in the Klingon faction proper.
My first KDF character (before the KDF Recruit happened), I had intended to make him Romulan (as per one of my own personal fanfics), and one can imagine my disappointment when Romulan was not an available race in the Klingon faction, and was exclusive to the Romulan Republic. So, I had to cheat and go Alien (like how @phoenixc#0738 stated), and make him as Romulan-looking as possible.
It's a shame that most of the facial hair options that the Klingons had were not available to the Alien race...
This guy ended up being my first KDF Recruit when the event first launched. Wish the Alien race had access to THAT facial hair option...
