Would it be possible to have Loadouts for our Toons and BOFF just like ship loadouts? So we can set their equipment and kits as needed for diffrent types of missions.
OR
To have the ship loadouts also include Toons and BOFF? So we can set their equipment and kits as needed for diffrent types of missions.

Possible? Yes.
Desirable? 5 ECs says the forums will light on fire considering how the current Ship Loadout System sometimes has issues. (And I'm being diplomatic with my wording here)
Its unlikely they will make a loadout system for characters and BOffs as there are still issues with the Ship version that come up. So for the time being its really just keep the kit modules you use the most, have a couple you like in inventory to swap out outside of combat, and have weapons you want to swap to either in your inventory or on BOffs that aren't going on missions with you. Its unlikely you'd be swapping armor, shield, and Kit Frame every mission as you'd probably have the gear that best fits your playstyle equipped.

This.
Maybe when they get all the bugs worked out of ship builds, but I would hate to have my Captain have all of their buttons rearranged and traits come up missing every time I switched from the MACO loadout to the Terran loadout or whatever.
I do what Rattler2 suggested: I keep a few extras in my inventory and equip all of my bridge officers, and I mean all of them, whether they are in the away team or work at a ship station or not, with sets to have them on-hand if I want to switch.
The idea itself is good, I just don't have much faith in a bug-free result and don't want the aggravation that could come as a result.

I see your point. I have reported several bugs over the years, Arc acknolodges them, says they are fized and closed the ticket yet not a single one of them have been fixed.

But loadouts for Boffs....why? There's little need to be switch ground gear around on Boffs.
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.

Only reason I can think of is ground damage endeavors or anti-Borg.
I don't know... Sometimes I just like to mix things up.
A change-of-pace with set bonuses and the like. I am not a min-maxer, so sometimes I just want to play around with some different stuff.
And yes, of course, a set-up for the borg.
For endeavors I usually just switch the non-set weapon to that damage type, but I guess if I had some different damage types built-in to different loadouts using different sets then I would probably just go that way.
Switching a single weapon, if I even have to do that, is not at all a hardship, but it goes back to my "changing things up". Antiproton with the Delta set, Disruptor with Terran, Polaron with Temporal Defense, Phaser with Gamma, Tetryon with Omega Force, etc. I get a damage type with my endeavors, I could just use a loadout and kill two birds with one stone; I play a set I might not play that much to change things up while advancing my endeavor.
Because switching a single weapon isn't a big deal, but switching a weapon, armor, shield, maybe a kit? Certainly no hardship but it does become more tedious, and if I happen to get multiple damage types in my dailies that tedium starts to add up.

I'm not a min/maxer either. My main runs around with an Assault Phaser Pistol and the Lower Decks Sniper Rifle.
