I am very excited about the new duty officers. Does Wiki or anyone else have a list?

Don't think so.
The wiki can only update when things are actually out since it is not an official Cryptic thing. They're usually fan run, and depending on how they're done (most I've seen seem to be rather good at this) maintain a high level of accuracy.
So we're probably gonna have to wait until they are available and people can get eyes on them, unless Cryptic actually posts the stuff themselves beforehand.
I just checked the tribble test server, with one of the tribble test server fleets i am a member of. I couldnt see any additions of admiralty ships on the fleet holdings. Unless i was looking in the wrong areas which is possible.
When will the new ships and duty officers be available?
Most likely with the next big content drop, which should be next week when the next event starts.

The Spire contains just four new Doffs, each with the same active ability as Graga Mal (transporter officer, tractor beam repulsors will drag enemy ships instead of repulsing them).
The other holdings are missing descriptions for the new Doffs, which in the case of the Research Lab is just one more Research Lab Scientist and for the Mine it's just miners.
Either something went wrong during its release, or the number of actual new powers is extremely limited. The only Doffs I've seen so far don't even have a 'new' power, it's just an existing one applied to new Doffs.
In the case of the Voth one, not necessarily. That power was previously only available from a lockbox Doff and I remember selling one for 40 million EC long ago.
And considering keys are around 12 million or so and you'd need to open hundreds of lockboxes to probably get a Voth Doff pack - and then still have only a chance to get the right Doff... You're basically paying for the certainty to get the right one here.

They are also planning on looking into the ratio for DL donations. As in more than one FC per DL. So it might be more than 1/1 at some point.

Looking at the screen shots above the 500,000 Fleet Credits for the new duty officers is fine by me. However the additional 100,000 dil for an Admiralty card is not. That's currently worth nearly 400 Zen on Xbox!
Is there a way to view what the Admiralty ship stats are before purchasing? I tried at the Mine but clicking on it and hovering over it didn't show me anything.

I went to the Spire to check out the Graga Mal wannabes and decided to just spend the 11 million ECs on the real thing.
Will be doing some alterations to my Tac (Science) Character.

100k dilithium for these new admiralty cards is an odd choice. It's not like admiralty cards have a lot of use in this game. So unless their effects are irrefutably awesome, I just don't see much of an audience for them.
The Phoenix admiralty ships are quite the bargain by comparison.
Also, what's the point of 4 different doffs with the same TBR pull skill? Do they stack somehow?

So if a character needs two science or engineer SRO BOFFS from the Embassy they're out of luck? That's interesting.

There is a Male and Female of each type (Tac/Eng/Sci) with the SRO so you can get two of each Type. Remember if you get a lesser level Boff with RO you can make that SRO with the Elite Boff Token.
Who'd of thought that a lowly.Master Chief (Doff) would've been much more expensive than a Commander (Boff).
