Janeway missing from Earth Spacedock (Welcome to Earth Spacedock)

I am on the mission Welcome to Earth Spacedock. I'm supposed to talk to Admiral Janeway, but she is not here. There is a marker where she is supposed to be, but nothing.

I contacted support and they asked me to create a post here about the issue.

    A strange absence indeed.
    Screenshots do help reinforce the issue, and although it seems strange to post a screenshot of something that isn't there, but such a screenshot makes it blatantly obvious.
