sto launcher broke because of hard drives failure and cant install game

(DISCAMER: I'm not the one having this problem. Its a friend that is having it and Its threw steam) when we tried to launch the game this pops up (Its an error from the launcher) not sure how to tell it to change the download location from the launcher until a hard drive told to be that letter.

    that means there's a config file somewhere or steams config is being weird. (the reason that i know theres a config file is because I still have the og launcher)
    (DISCAMER: this ones mine to prove the point and im not one having trouble)
