  No it does not. Completely separate systems and there is no cross-play for STO between PC & consoles. Likewise purchasing a lifetime subscription on PS will also not transfer over to XBOX or PC.

  I've been playing for a couple years and my characters are already lvl 60. If I buy the lifetime membership now, will I still get everything? It states that each character gets more inventory and bank slots as they level up. Will I get them all at once since I'm already leveled up?

  Aye, the game should notice that you've hit those milestones along the way and award you the various spaces.
