I noticed that when you search the Bridge Officer Candidates, the Create Manual button is grayed out.
I posted another thread yesterday, guess no one saw it. I see the greyed out Create Manual too. A friend told me of the can't discard Bridge Officer though, when trying to create a manual which I don't see however.
Yet perhaps I did see these other two either, if they were all created around the same time.
Someone in another thread showed if you click on a Bridge Officer in Inventory and select Create Manual, that's where it says can't discard Bridge Officer...
A friend informed me of this problem today, which they had me confirm myself.
Seems that this last patch, removed the ability to create manuals with Bridge officer's. It use to work before just fine, provided you were on a Ground Map--now it doesn't, so have to assume this is a BUG.

I have never been able to move them in my inventory. Not directly.
Have to use the mail system to move them. Send them to yourself, either the Captain or your account.
Then you can stuff your inventory with whatever, keeping the slots you want the BOFFs to occupy clear so they go there when or if you reclaim them.
At least they are acknowledging it as a known issue. When I nagged them into fixing the Destabilizing Resonance Beam training manuals, it took about two months to get that far (and other people had reported the bug for literally years before I did).
While I understand them not wanting to commit to having this fixed by a certain date, months, never mind years, is too long.
This is a big deal. It's not game-breaking, but to me it falls into the tier just below that.
Come on, it's not like this will be incredibly hard to fix. You want to keep a player base, you must at least do basic maintenance and fix the most annoying bugs.

Yes, on Fed. I've created manuals from KDF BOffs on my Fed too.
p.s. Hotfix didn't fix the problem properly. It only let us can discard boff directly.
Fed toon Jem then moved to liberated borg human still cant get polarize hull 3 off of a human fed boff.
Guess I missed all the changes in the patch notes to boffs.
