I was asked the other day is it worth Changing your Difficulty Level from Normal to Advanced or Elite, I honestly had no Answer to that i myself have played mostly on Normal for as long as i can remember. I have thought of going Advanced though but i do not have much info on it.
From what i understand is Ship Damage and Bridge Crew Injuries can happen if you increase the level not sure if that applies to Advanced or if that is an Elite Feature.
What i would like to know is if someone can explain the Different Difficulties in more detail and what each one means for Gameplay from Story to PVE Ect..

If you're comfortable with normal you can give advanced a try.
You'll need to have lots of minor and major heals, both space and ground, for yourself and for your away team if doing missions. Check over your captain and ship to make sure they're just the way you want them. Gear should be Mark 12 or better for advanced. Carry lots of ground and space consumables i.e. heals, hypos, reactive armor catalysts, kit overboosters, etc. Be prepared.
Advanced TFO's do pay better but with the storyline it's just for the challenge. It might not be worth it for levelling unless you enjoy it. Advanced patrols can be fun but the only difference in payout seems to be a slight increase in the rarity of the drops.
Elite TFO's aren't part of the random system. They can be a true challenge but would be a total nightmare for somebody not very well set up with end game gear and quite proficient at what they do. I wouldn't recommend elite unless advanced get's too easy. Other team members are counting on you to do your part.
Remember, you'll rapidly become combat ineffective if you let injuries stack up. You gotta check for them and get yourself fixed up every time prior to respawning for advanced or better.

Difficulty does affect the XP you earn. If you are power levelling, up to Level 50 it is more than worth it to do Patrols etc whilst using Elite difficulty as the difference in NPC HP etc isn't that much, but make sure you keep upgrading your equipment etc. After that NPC's scale dramatically. The XP you gain will have you at Level 50 within hours of starting a new toon. Between level 50 and 65, switch to Advanced. Beyond Level 60, only use Elite Difficulty if you want a bit more of a 'challenge'.

Lets Say i am starting new toon would it be okay to go through the Story Arcs on Advanced or do i need to wait till i can get Mark 12 stuff before changing the level. I do find some of the Story NPC are way to easy to breeze though until you get toward the Delta Arc and such.

If you have a stock of heals from other characters you can transfer using the account bank or email then give it a try. You can always change your mind if the episodes are not fun.

No need to wait for Mark 12 stuff in this case. Better gear will help.
I should have been more clear on that as my own answer focused advanced or better TFO's, patrols, and storyline but with the emphasis on being prepared and doing them at increased difficulty at level 65 and not so much as to leveling and being at lower ranks.
With a new character you can play through the storyline and do patrols at any difficulty you like up until the rank related difficulty curve increases at about level 50 as explained by @leemwatson above. At that point you may want to turn things down a bit.
A lot of things can be a breeze up until about the Delta arc as you've experienced.
As long as you're enjoying yourself whatever level of difficulty you're comfortable with is fine for solo content and levelling.
