Upgrading Phoenix prize pack tokens

So if you have, say, a rare Phoenix prize voucher, you can "turn it in" and get two uncommons, in case there's stuff in the uncommon tier but not in the Rare that you'd like to grab. Why not have a feature where, if you have vast quantities of uncommons, you can upgrade them to rares? Same with Rare to Very rare, VR to UR, and UR to Epic. This would make it more fair for those that have been trying to get something in the UR or Epic tiers, despite months (or years!) of trying, to get some of that precious legendary stuff (like ships) that some people happen to get on their first or second try.
For balance, I'd think having 5 of a lower tier upgrade provide 1 of a higher tier would work best. Thoughts?
I ask because I've been struggling to get a Vorgon Ryn'Kodan carrier for a very long time, it's the only ship I'm missing from that collection!

Funny I have 5 epics and have no desire for any of the ships
Because they deemed gambling is more profitable than giving you what you want, why they discontinued lobi ships like 4 years ago
As a rule, Dev's won't comment on posts, so no. They stopped commenting because of the vitriol they get. Folk are a hundred times more likely to complain than compliment.
This doesn't mean they don't read what's put in the forums however.
Still you can convert them to 10 Ultra's, then get 20 Experimental Ship Upgrades! Cause the Phoenix event is on now.
I just don't like that it's random what you get from a phoenix pack. If there were the option to combine lesser-quality rewards for higher-tier ones, that'd compensate for it, but still. I missed out on a few events in the past due to serving my country, and don't like that I'm basically shafted unless I get what I want through sheer, random luck. It's a complaint, yes, but I'll still keep playing the game, mostly for the pretty colours and awesome customization. I just hope that if the devs ever see this thread, they'll take it into consideration!
As then nobody would want them, some have a few now already; hoping for something different added.
Combine that with allowing things to be sold on the exchange for dil directly would also help with the dil/exchange problem. And it would allow an upper area of the exchange to exist essentially up to and above 2 billion in the form of dil trades. This would also get more items back on the exchange that are currently not.
Dil to ec is not that hard to figure out. it's approximately 160 ec per dil at 500 dill per zen at 10m ec per key.
