It looks like something a stereotypical third world dictator would wear, I am definitely not a fan of that uniform.
i would be more into it if the comm badge for the series didnt have the rank as well. not a fan of ranks on comm badges. other than that, the uniform is nice, aside from the floaters.
That reminds me of a funny waste of money they did in second season.
It seems the uniform designers didn't know that the Cage/TOS uniforms had the rank on the cuffs so they were a couple of days into shooting the season when someone who actually saw TOS at some point realized that none of the dailies showed any rank rings on the colored uniforms so they had to go back and use CGI to put the rings on the sleeve cuffs for everything shot on those days and halt production for a few hours to fix the costumes before shooting more scenes.

I mean, with how Admiral Vance behaved some times in DSC S3...
Well, you know how it goes with admirals in Trek. They have always been shining beacons of philanthropy, hope, and freedom... oh.
has there been an admiral in star trek that meets that requirement though?
The closest would have been admiral Forrest from ENT and admiral Pike from the Kelvin movies.
Kirk was considered something of a loose cannon and scofflaw in TOS so the admiralty was mostly portrayed as slightly hostile or outright jerks (though he did have a patron there too). TNG continued that even though Picard was a lot more conventional and Riker was the closest TNG got to having a loose cannon (which isn't saying much).
DS9 was all over the place on the issue though they mainly continued the "admirals are jerks" theme. In VOY the admiralty barely figured in at all, and like I said earlier Forrest in ENT was mainly sympathetic when he could be (being the Vulcan's chew toy would sometimes get him irked and force his hand).

Kirk was considered...
Stop. I was obviously being sarcastic.
Kelvin-Pike and Forrest died, so they don't count. Kirk doesn't count either as he got demoted relatively quickly and ended his career as captain. Kelvin-Kirk didn't even take the promotion after briefly considering it.
We don't know much about Admiral Paris, he *may* have been okay.
Pretty much every other admiral in Trek was a criminal in one way or the other.
Doughty and Nechayev gave questionable assignments of appropriation "on orders of the federation-council", Layton wanted a police-state, Jameson made arms-deals that influenced internal affairs of some throwbacks, Ross got involved with S31 (like Marcus from the Kelvin Timeline), Janeway became admiral even though she should have stood trial on a court-martial for myriads of reasons, then there's that Pegasus-incident. And Cornwell was ready to commit genocide.
The only admirals I don't count are the one-offs we sometimes saw Picard talk to on screens, and the ones from 'Conspiracy' since they were essentially body-snatched.
A normie goes "Oh, what's this?"
An otaku goes "UwU, what's this?"
A furry goes "OwO, what's this?"
A werewolf goes "Awoo, what's this?"
"It's nothing personal, I just don't feel like I've gotten to know a person until I've sniffed their crotch." "We said 'no' to Mr. Curiosity. We're not home. Curiosity is not welcome, it is not to be invited in. Curiosity...is bad. It gets you in trouble, it gets you killed, and more importantly...it makes you poor!"
Passion and Serenity are one.
I gain power by understanding both.
In the chaos of their battle, I bring order.
I am a shadow, darkness born from light.
The Force is united within me.
