I can bring this up with Kael for clarification. Although I woldn't be surprised if this was more for players who already have played through content rather than fresh, new players.
As for my interpretation... I personally don't think it will just automatically boot you to the 25th Century the second you use it. The issue might be if you queue up for a TFO after doing so. But even then, a TOS character can still run the AoY missions again as they are accessable from the normal 25th Century Sector Space locations.

I would suggest that perhaps the boost box should be faction-locked to Federation, which would prevent it being used until the TOS character had advanced to 25th century normally, since TOS characters in the 23rd are not treated as Federation.
It's specifically faction-locked to TOS Federation. But there's nothing written that says you HAVE to use it at level 1. Do the 23rd century stuff first, THEN boost it. And if you're not wanting to boost just because you'd get taken out of the 23rd century map... well, don't get it at all, would be my recommendation, but eh.
I always thought it was a shame for the devs to spend all that time and effort to make something that unique, only to lock players out of it after a couple of hours of play...
I want to have my cake and eat it too. So, staying in the 23rd Century, but being able to do more than just those first few episodes. You're right, when SO much effort was made into creating the 23c it's a terrible shame to just throw it away so glibly.

When you leave a TFO you'll most certainly be placed non the regular galaxy map (the 25th century) since a TFO is not suppossed to place you back on the TOS map. I think that is what it means.

This was happening to me as well for the planet Eladrin. The area I could travel seems to correspond with he discovery era map even though I was on the TOS map.
I started to use the transwarp button in the mission journal to try to get there. The first few times I auto warped back to the middle of the sector I had left. After the third or fourth time I got the button that I had reached the planet. I was so happy I entered the mission before it could warp me out. Once the mission completed I was on the 25th century map. Although I can’t return to 23rd I do not seem to be impeded from completing the missions.
