Prolonged Engagement Phaser Beam Array missing modifier

Hi
I have a problem with the Prolonged Engagement set, today I selected the torp launcher form the Phoenix package and upgraded it to epic, it now has 5 modifiers.
In the past I did the same with the beam array but it only has the epic [Ac/Dm] modifier, the other 4 are missing.
A bug or did I made something wrong?

But it's not the only item that looks strange. Checking my account I see several items with no modifiers like the Obelisk or Bajor warpcores, Kobali shield & warpcore, Solanae deflector, etc. also have none.
Not only ship items look so, Nakuhl shield & Romulan timeagent armor have also no mods.
First I thought I need to use them but even then nothing changes.
I also don't see note that this is supposed to be so, not on the tooltip, not in the details and not on the STO wiki.
Either something is seriously wrong or I seriously misunderstand how quality & mods hang together.

The mods for this weapon are the stacks of Amplified Relays, they take place of the normal mods.
This is normal and it's fine. The weapon is quite good, you shouldn't hesitate to use it.
Phoenix store; they were an event reward a few years back.
Not every item and category has the same amount of mods. This is by design. Usually it because of the item having other effects in place of those mods. 'Phased Polaron Beams' for example have a phaser proc as well as a polaron proc.
