I could be misremembering, but I'm pretty sure they all also had a Dilithium cost of some sort. And we did have those non fleet retrofits as well at T5 available through fleet stores.
Except that they cost fleet credits and 5 (or 1, if the zen variety is available and you bought that first) fleet modules, no dilithium required whatsoever.
If you mean that they can be obtained only after upgrading the holdings - which requires dilithium to do - that's another thing entirely, especially since we have already established that most people don't fork over dilithium for the holdings.
No. I was referring to the old T5 Retrofits from fleets, that weren't fleet quality themselves but an upgrade from the normal C-Store variants.
And I meant the T6 fleet variants. Sorry for the confusion!

Okay there is a quick and easy way to fix this. 1st on the backend cancel all outstanding zen offers to sell and buy. And return the zen and dil offered to their respective owners. This should be easily done on the Dev side. Second change the Dil Exchange so players looking to buy don't have to take the top offer, make it so they can pick any offer currently available. This will put more competition into the market and keep Zen at a more reasonable rate.
