Over the years, I've bought or won so many Lock Box or Reward Pack Ships, but I just end up Dry Docking them, because I don't enjoy flying them. If there was something in the C-Store that you could buy, like a Ship Upgrade Token that would allow you to Repack and sell or even transfer a ship to another character, then I'd buy them. I'd actually buy about 20, because I'd love to be able to move to ships around my account...let alone cheekily pop one on the Exchange.
It would probably be difficult for them to get a repack to work properly, because they'd not only have to remove the ship but also any unique weapons it came with, the console, the trait if it's been earned, and any cosmetics that may have been unlocked and used on other ships you have (for example the Mirror Disco Connie unlocks it's parts for the other Disco Connies, the JJPrise and Vengeance each unlock their hull materials for the other, etc). They know it's something we want and are willing to pay for, and unlike full account unlocks it wouldn't have much of an effect on sales, so I imagine that it has something to do with how difficult it would be to get working.
If they ever DID do it though I can guarantee the repacked ships would become account bound.
Oh, I don't know, because if they charged enough to do it...
If they charge enough for it, then it's not worth it. If they don't charge enough, then you're essentially saying 'I want to pay less than I would normally have to.' The latter of the two being the reason they'll never do it.
And C-store ships are already account claimable.

I'd have to say its probably technical reasons for it. Might not even be possible honestly.
This should be FCT by now. Dev's have answered why enough times.

That makes it ever happening double-impossible
They offer account unlocks through Mudd's and (kind of, though not the same ships) Legendary packs. That's their answer to the requests for account unlocked lock box and promo ships.
I can save you the trouble, it'll never happen as they've said multiple times. Not only this but even if it did happen it wouldn't be at a price anyone would want to pay

I can't help but agree on this. I wanted a Reputation buy out option for years and was VERY happy when they revealed it was finally happening. Then I saw the price and immediatly thought to myself "what the hell are they smoking over there!?"

They will never agree to it, looking at their sale policy, where you must pay for some ships two times, or more. Look at TOS starter pack, as an example, before it appeared I already had paladin, but when i select this pack, i didn't get any discount for already owned ship, and i would be charged in full if i decided to go for it.
So if here is a bit of "shady" practice, then forget that they allow for repack, and resell ships/items that bringing them so much money, as lock box, or promo ships.
I think they are aware that people would pay for it, but they either
a) can't technically do it, or
b) don't want to.
In either case I would think it probably has something to do with the earnable starship traits (would it be stripped away when you rebox the ship? If not why not? And if so what's the point?)
or c) they think the number of people who would pay for it would not be enough for the development time to be profitable.
Honestly I think the actual reason is because it is a huge risk. We all know that lockboxes are the game's main source of revenue. There are lots of arguments to be made for how an account unlock option could either help or hurt lockbox sells, the but truth is we just don't know. And if Cryptic decides to do it, then finds out afterwards they screwed the pooch, well it's too late.
The probably fee like it's just too big of a risk to take. Although it could be argued that these legendary and mudd's bundles are testing the water to see if huge price tags can make it worthwhile to just sell the ships outright rather than requiring gambling to get them. It's also possible that they know that eventually the laws are going to catch up to them and they won't have a choice, and are trying to get their new model figured out now while they have time to test.
But getting back to the main point: it's a big risk.
After all, if Mudd bundles weren't a success, we wouldn't still be seeing new ones. I'd wager right now they're testing just how much value and flexibility to give to maximize sales.
