Account Bank

Why are 23rd century toons unable to access the account bank? Is this a bug or intentional. If intentional I think it's cruel, as the ability to transfer funds and gear should not be limited - it's not in the 25th century.
People ask how long have I been playing STO - well the answer is simple: I have been here since the beginning. I just haven't always had a lot to say.

Account Banks are no longer accessible until the Tutorial has been completed.
RRF characters must also play their initial storylines and choose a side.
Jem'Hadar don't get access until they reach and play "Home".
2250s and 2260s characters (DSC & TOS) must also encounter a permanent temporal displacement, and report to Admiral Quinn.

But with both Starfleet 2250 and 2260 there is no choice, you are a member of Starfleet regardless - you get no other choice.

True that there is no choice, but you are still not considered a member of the major faction (for game mechanics) until after the timeskip... i.e. being able to join a fleet, etcetera.

Personally I think that's just an excuse. You are Starfleet through and through.

They made this change a while back, and they did vaguely explain why it was done.
Rake back through the STO Twitter feed if you want to find it...

However you feel is beside the point. From the perspective of game mechanics, you are not part of the main Starfleet faction until after the timeskip, which is why you can't be invited to a fleet, etcetera. They simply changed the account bank to follow the same limitations.

That's semantics, unlike the Romulans and the Jemhadar you have to choose a faction to be a part of. Starfleet 2250 & 2260 offers no choice. You are Starfleet, and remain Starfleet, timeskip not withstanding.
