It's unclear at this point rather it's supposed to be account unlocked or not.. but currently, it's the Delta Recruit only.
This is all the announcement says:
"We’ve added new rewards for completing your faction’s Admiralty campaign, including a very special Admiralty card: The U.S.S. Voyager!."
It doesn't specify that it's account wide, but many (like me) assumed it would be since every other Admiralty Card recruitment reward has always been account wide.
Hoping it's an oversight that will be fixed, but of course getting an answer out of Cryptic is just about impossible. I guess we'll find out next patch, but right now it looks to be a reward for the Delta Recruit only, which absolutely sucks.
To have the gold admiralty card only on my Delta makes me want to delete it.

I've got a ton of characters, and doing admiralty on them, I go through ships expecting to find certain ones when I see certain missions. If I want to slot a certain card and its not there, then I end up scratching my head, double check the roster, and then head to the shipyard if it is one of those that needs to be manually claimed. On the flip side to that, those characters that have a box ship and the card, they may as well not exist, because I can't remember this particular character has that one card none of the rest have that would be useful in a certain admiralty mission.
Basically, when you get used to using a certain card for certain types of missions, it throws you for a loop when you find out you don't have that card on a character.

I would say I was disappointed, but my expectations were low to begin with so I just don’t care anymore. It’s just such a silly and nonsensical decision that all I can do at this point is laugh.

Unless they intend to add such things to the Phoenix prize packs in the future. That would work, too.
Sure.. that would be a great option for people that didn't do the recruitment event. It's silly that those who did would still have to resort to the Phoenix box for alts. Especially when every other recruitment event that offered Admiralty Cards offered them account wide.
It's literally just an arbitrary decision made with no rhyme or reason at all. Not a big deal, it's just an admiralty card and hardly the end of the world.. but silly nonetheless.

That probably means Cryptic already had a plan to somehow monetize the Voyager Admiralty Card using some currency for all our other toons.

I had been wondering if/when Cryptic would begin monetizing recruitment events & I wonder if this is the beginning of it now if they do so with this Voyager admiralty.
The Voyager Admiralty Card probably should've been made to be account-unlock achievable.

There's NO indication of monetizing the recruit stuff. Its just "Voyager is Delta only" right now. That's it. No zen or any other currency is involved whatsoever. It is recruit exclusive. As said, they may change that in the future, but there is as of right now no ulterior motive other than exclusivity.
Now I would agree with them eventually adding it for non Deltas to get, but I'm not going to assume anything nefarious. MMOs have had exclusive items for events and stuff in the past. While STO has moved away from that years ago, perhaps they decided that in this case having at least one exclusive item would make creating a Delta Recruit more desirable.
Luckily I already have 3 that met the requirements to get said Admiralty Card, so... its honestly just a wait and see. Perhaps after Delta is done they may consider ways to unlock Voyager account wide. But again I am not just going to automatically assume pure greed as the driving force.
I can ask Kael more about the Admiralty Card, and if there are plans to make it an account unlock down the road, but the last word I got is what I relayed earlier.

Except, it doesn't. Not as the game is designed. The game is monetized by having players investing heavily in their captains (lockboxes, promos, lobi). And players will invest heavily into captains they like most. But since you can't turn existing captains into recruits, all you do by leaving big rewards as per-character unlocks is turn people off. Account unlocks fix that.
Now, the instant you can turn existing captains into recruits, your assertion works. It's not a question of *IF* a player wants to participate in a recruitment event, but WHICH recruitment event they want to have associated with a given captain. Or can every captain do them all, but only one at a time? Whatever, the point is, the big per-character unlocks during recruitment events is a turn off. I have my favorite captains. I'd like the rewards to be available for them, too. Otherwise I might as well just delete my recruit afterward, because what was the point??
I am inclined to agree, the per character reward does nothing to encourage making a Delta Recruit, at least not for me anyway. I already have one, he’s max level, I have had him since the original event. Once this rerun dropped I just went in with him and claimed my reward. There is no reason for me to make yet another Delta Recruit now, if I did I would still only get the card for that one guy. It does nothing to encourage Vets to make a new DR, I won’t make some new character just to get him or her a character specific reward that doesn’t benefit the rest of my account, I don’t think anyone would.
There are some recruits that have per character rewards, yes.. the Klingon Recruits for example got the UR Energy Weapons officer just for them so it’s not the first time we have seen something like this, it’s just the first we have seen of it with an Admiralty Card. The trend to this point was that Admiralty Cards were account wide hence the disappointment with the change. I don’t personally feel that one extra admiralty card makes the recruit ‘special’ but apparently, Cryptic sees it differently.

Nowhere has anyone said "every Admiralty card is account wide", but "every recruitment Admiralty card so far has been account wide", so bringing up the Sally Ride, which is not connected to any recruitment or any other event, makes little to no sense.

We'll see it either in the Phoenix Store or in the Mudd's Market for some absurd prices.

Hopefully indyshark is correct & it will be made available to other non-Delta recruits via Phoenix or something not too price-gouging.
