Klingon Recruit unable to claim some unlocks.

Greetings,

A number of Z-Store unlocks appear to be unavailable to KDF Recruits. All items are listed as 'available' in the store, and none are greyed out indicating they're unavailable, but all of them give an error stating "Unable to complete transaction: that item cannot currently be purchased."

Among the ones not working thus far:

First time buyers pack
Level 11 on Tribble
Level 31on Tribble
Research and Development Pack: Promotional
XP Boost Increase (Large)

Most of these appear under the Legacy or Promotional tabs. Character has completed the tutorial.

Were some of these one offs that are just marked incorrectly in the store?

    Since after 10+ years this still won't let me start a thread in here.
    Add that when the recruit unlocks some rewards other characters can claim them, but not open the boxes.
    No error message given.
    Covering suggestions and questions in advance.
    Have a Klingon Character (not just Klingon aligned) that is level 65 and all ships are unlocked to verify that.
    Character trying is also 65, already unlocked the t5/t6 hybrid ship.
    Can claim the box, example the one with both fleet and other marks, just will not open.

    And the Recruit has issues trying to collect the DSC Klingon Boff. took 3 reloggs for it to allow.

    same issue here, have two boxes claimed on an existing kdf character at the temporal ambassador, but it doesn't do anything when trying to open those, no errors and boxes stay in inventory.

    same issue not specificaly for kdf chara .. its affecting my whole account.. got a few items that wont claim ... "Unable to complete transaction: that item cannot currently be purchased."
    with this message
    some r&d packs some free 10 spec points first time buyers pack duty officer pack etc... its only seem to affect the newer items thats in that list ... the things like the riza surf board and the older stuff all seem to work fine

    similar issue, i bought a T6 ship bundle and can't claim it on a lvl 60 KDF character, yes i've done the tutorials.
