As a side note: At some point, it was expressed that it was how many rerolls you used within a 24 hour period which would limit the use a rerolls the next day. Only, that didn't seem true at all. Because, it happened when I hadn't used any rerolls, and other times used quite a few rerolls. Also, it would happen during endeavors that had involved specific TFOs. So, whatever it is, they should fix it, as with other things that could use being fixed. Otherwise, the random nature of it is rather counter productive to trying to get this out of the way. It's just taking too long. lol

Some can be rerolled some can't. Some say it's a bug some say it's meant to be that way. Either way it's been like it since day one and not been addressed by the devs since, so I would like to think it is meant to be that way.
Well, I say it's broken. Because, again, it hasn't done it me in quite a long time, except recently after an update. So, according to my experience, it would be considered broken.
