Fleet holding donation problems

in PS4 Gameplay Bug Reports
Unable to donate tactical and security department duty officers to any of the fleet projects despite having a number of them.

    Are they the correct type? Like common, uncommon, rare, etc?

    Thank you for this, I’ve been clinically thick thinking green were common. I needed grey. My bad! Thanks again.
