1. It was unsustainable and therefore 'too expensive' to maintain the Foundry due to the differences in the code for that and the main game, especially as the Foundry would break with each update.
2. It is not likely it will return any time soon, or even in the near future.
3. The missions made via the Foundry have been stored, so nothing has been 'lost'.
4. No, they won't release the code for it.
5. No, it's not 'easy nor cheap to replace'.
No need for Starbase 24 anymore. There are better patrols and queues.

If you want good patrols to get experience or level your starship mastery, open the PvE window and select the Patrols tab. Those patrols give triple exp. You can level starship mastery from 0 to full within at least two of them, sometimes one, if you're really good.
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything.

If you want good patrols to get experience or level your starship mastery, open the PvE window and select the Patrols tab. Those patrols give triple exp. You can level starship mastery from 0 to full within at least two of them, sometimes one, if you're really good.
My average is around three honestly. Usually Argala, Ninth Rule are the major contributors though.

Thinking of Starbase 24, it really needs to leave my Available tab as well as Slowing the Expeditionary Force. I know some don't have it there but most of my characters still have that there. Thanks.

Joking aside, the Kazon may not be the strongest enemy, in fact I'm pretty sure their damage output is actually weaker than equivelent forces of other species, but it is good for some quick runs.

The funny thing about the Kazon is that they were originally meant to be big damage sponges with very poor gunnery but a high volume of (mostly wasted) fire as a sort of nod to Star Wars. Like most of the other original ideas for Voyager it was soon either dropped or diluted to not making a difference anymore.
I usually start out with Argala since the Kazon definitely are not as effective combatants as the other enemies so it makes for a rather leisurely battle in which to get used to the new setup and out any quirks of the new ship.

I liked Starbase 24, good place to release some pent up frustration by killing a bunch of Klingon NPCs or getting killed in the process itself, each day I did it, "It was a good day to die"
