This is something I've been thinking about since Victory is Life dropped where we were given a faction that was by virtue of the dialogue clearly not intended to be the one we play as in certain missions. Particularly Home. I think the Dominion wrote sass out of the Jem'Hadar DNA (and put it all into that fabulous Vorta in Khitomer Discord).
Bonus dialogue with characters like J'Ula, Akaar, Killy and Garrett definitely make bringing certain characters to missions more rewarding but then there are some gaps in character logic, or at least character development because my Cyborg deserves to avenge Schaefer.
So I do wonder if certain episodes are designed with particular faction PCs in mind but I'm personally of the opinion that multiple are present at each time with certain events only witnessed by certain characters and different dialogue options are taken by different faction reps. A little bit like how there are different character scenarios in Resident Evil games but the truth is a mesh of them.

They can't be inclusive of every race because they'd never get anything done if they tried. Leave it at faction.

Not every single race. But some races are much more distinct in how they communicate than others. And they've shown they can do this as Remans have unique dialogue with Obisek.

True, but in the case of Remans, that drives the narrative, so there's a need for it, and not just a case of 'ticking boxes'.

And her "recruitment" attempt varies depending on if you're Fed (nodistinction between normal, Disco, or TOS), KDF, Romulan, or Dominion.

As far as I know there's no way for the game to tell what species you're for NPC interaction purposes and even then the "alien" faction would be a wild card as they could a pre-existing minor race from Star Trek or a unique creation by the player (my FED alien toon for example is a unique creation), since I'm sure players with "alien" toons would want their species recognized beyond "generic alien" but there's so many possibilities that it's pretty much endless.
If I remember right the 2409 fed tutorial has slightly different dialog if your char is Vulcan.
It's possible, I've not done that mission as Vulcan (only as an Andorian and Alien), however as a rule of thumb your character's species is ignored and only the faction is acknowledged (if even that).
I am pretty sure Tuvok also has some different dialogue for you in the first delta quadrant mission if you are a Vulcan. Anyways in my experience most cross faction missions just treat you like a happy slappy member of the Federation. Even in the new mission Martok says something along the lines of "Klingon diplomacy can be quite combative" and your PC regardless of faction says " I certainly hope we can avoid that". I can't see a Klingon or Jem'hadar ever saying that about the possibility of battle. I love it when there is faction specific dialogue or responses, but usually its pretty rare.
