The "Year of Klingon" is a bunch of different things. It includes:
1: Updated Klingon faction tutorial
2: Updated Klingon faction missions
3: Updated Klingon species character visuals(hair, ridges/faces)
4: Updated Klingon faction uniforms
5: Updated Klingon faction ships
6: Updated Klingon homeworld visuals
7: A new Klingon focused storyline that will be playable by all factions
8: Maybe some other stuff I can't remember.
So to answer your questions:
Will the Year of the Klingon include all the faction in the KDF?
Yes, see all items above except #3, which seems to exclusive to the Klingon species.
Or just the Klingons themselves?
No, see all items above except #3, which seems to exclusive to the Klingon species.
It be great to see Klingons with at least 3-7 different hair styles for sure!
Honestly I'd love to see a Klingon with some shaved short hairstyles, similar albeit different from Humans, as Klingons would have Hair growing over their Ridgelines.

I would love new models for Orions for example.
Cool.
If some of that is true it be nice. What I'd really like to see is updated Klingon War ARC, that is one many people often forget about on the FED side.
It's another reason WHY I'm also so greatly excited about a few more Romulan updates, perhaps the following year or possibly other Federation Romulan storylines updates to bring in changes introduced since Picard.

You... might need this just for mentioning Federation.

Definitely a wise gift there. We non-Fed minority players can get a bit angry at times.

I main Fed, but I do have fun with my Romulan and KDF every once in a while. I'm also not rabid loyal to a faction like some people get. It kinda reminds me of how rabid some WoW players get to support their faction of choice.
Alliance... Horde...
Federation... KDF...
At the end of the day... whichever game you play... its still the same game either way, and it is a game the player enjoys. And THAT... is what really matters. Not faction loyalty. But if you just flat out enjoy the game at all.
If some of that is true, especially the part that updates several Federation Storyline missions in the Klingon War ARC, that is one many people often forget about.
For the record, I did not say anything about any Federation faction(exclusive) missions(not to be confused with the new storyline missions which will be playable by everyone). Just to be clear.
If those Fed faction(exclusive) missions(the Klingon War arc) are updated, cool. But it's not anything I've heard about.

A normie goes "Oh, what's this?"
An otaku goes "UwU, what's this?"
A furry goes "OwO, what's this?"
A werewolf goes "Awoo, what's this?"
"It's nothing personal, I just don't feel like I've gotten to know a person until I've sniffed their crotch." "We said 'no' to Mr. Curiosity. We're not home. Curiosity is not welcome, it is not to be invited in. Curiosity...is bad. It gets you in trouble, it gets you killed, and more importantly...it makes you poor!"
Passion and Serenity are one.
I gain power by understanding both.

I am a shadow, darkness born from light.
The Force is united within me.

Thank you for answering my question Nagus. I've always wanted to main Klingon. But they were in such disarray. Looks like I'm gonna get me some ships. I really hope the rest of the KDF races will be updated to. I'll spend KDF money to help with those wishes.

Eh... I had a female Draenei Paladin. But that's beside the point.
