As fun as it can be to blow up a Voth dreadnought and its entire escort group with a single ability, this ability might be a bit too OP.
Its cooldown is very low and it allows the player to deal 10s of thousands of damage per and against every single enemy. I'm not saying that it needs to be nerfed to the extent it becomes useless.
But some rescaling seems necessary as I don't assume that a single ability is supposed to be able to destroy an entire group of ships with one click...

I'm slightly joking here but seriously, it's not a problem. This is a primarily pve game. Don't start telling them to need anything that isn't weapon damage.(there are builds with cannons that can do 1 million dps, you gonna tell cryptic to nerd those too?)
This is not so much about DPS, it's about a single ability dealing shield ignoring damage large enough to destroy an entire fleet of ships.
My main Sci's Vesta, who has access to this ability, can deal large amounts of damage per second. But then we're talking about the entire ship, this is about a single ability that is ridiculously powerful.
The weapon is supposed to be OP in a narrow range of circumstances (it is a great counter to the Tzenkethi for instance), in this case a swarm of very tightly clustered enemy ships. It is far less effective against spread out enemies. Additive AOE is a nice gimmick and is great against certain enemies but it takes teamwork to make it work in more typical situations, something that is lacking in STO of late so this is a good weapon to try and encourage more of that teamwork.
Everyone is entitled to their opinion in the positive or the negative. Just because one person thinks a power is OP or is perfectly fine doesn't automatically make it so.
With that said in the case of this power, it's fine where it is honestly. Virtually any power given the right circumstances can be overpowered. This is no exception. The power's range is extremely limited at only 2km and it requires a way to keep foes grouped up, meaning it's pretty much required that someone is running a gravity well if you want to make full use of the power. Otherwise you're wasting your time. It's a very situational power and relies on other powers to reach its full potential. I hardly call that OP.

On my main's Verne (410 CtrlX/550 EPG) rank 3 of this power on my current best run (278k) did ~32k compared to my secondary deflector at ~51k and my pets at ~40k (mostly Badlands Cyclone).
A LTC power is about equal to a single console is about equal to a mere 60% of one piece of equipment, and that's on a highly specialized ship with as much EPG as I can easily fit.
The Somerville trait does more, on par with the secdef when you sum up all the different anomalies (~60k, directly added to the build for slotting a single trait).
So, hardly OP considering that it requires large investment and other skills to even get to that level.

Sorry if my earlier comment seemed offensive in some way, but I've been here since beta and seen the rise and fall and rise again of various skills, builds, specs, all because a handful of people cried that something was op. There's been quite a few things that were nerfed to the point of being completely useless because quite a few pvpers were saying it was overpowered. The Intelligence spec is a good example of it.
I should've been a bit more concise, and explained how many things can be quite powerful in certain circumstances, and just because something is good in one circumstance, its not necessarily good in others.
There have been here and there things that actually did grossly overperform but out of the many many nerfs in this game's lifespan(that were spawned by those who believed them op) very few were actually op.
Disappointing and lackluster, I unslotted it the first day I bought it. OP probably bought a bunch of keys during the sale and is trying to offload his extra inventory
i don't know what some people are talking about with this thing having a 15s CD - the manual shows 45 seconds, and i get 42 (because i have almost no CD reduction)

I'm not really familiar with this power you're talking about, however I want to point out that Voth are weak in the sphere. Not only are they level 50, and level scaling does not really bring you down to parity with them, but they are normal difficulty enemies. Try this on Voth in the Dranuur STF if they show up, on advanced, and I'm fairly sure you'd have a much harder time.
Basically, you tested this power by beating up a child, so it isn't fair to draw real conclusions from that.

Well, yeah... that's average over about 2.5 minutes from 3 uses of the ability. Individual hits are more like 300-350k on each of several targets.
It is true that making this ability truly OP requires some investment.
But it's also the single most powerful ability out of the box - more powerful than subspace vortex, Tyken's or basically any other regular ability I can think of -
Perhaps even more powerful than the 3-set bonus from the Neutronic torpedo and that one only works against a single target and has a cooldown of 1 minute. Just to have something to compare it with.
That being said, and as indicated above, the bigger problem than its damage may be the very low cooldown and resulting ability to spam it indeed.
Okay...so gave this a whirl. Combined with GW with improved GW and grave torps with spread...yeah these hurt something fierce. But not so much as my dedicated energy DPS builds do. I will say that these are a little OP in one regard however. It's the global on these. 15 seconds?!? Holy jeebus does that make these suckers spammable. Think these should have 30 seconds...that would bring it in line with other abilities as this seems to be the the first to have a global that is less than 50% of the full time. Otherwise, the damage it does needs set up and so it is fine.
Perhaps a dedicated energy build can do the same thing, but I guess you're using multiple different abilities in such cases.

And it's the same ship, so the amount of particle generators does not vary between the usage of these different abilities.

i'd been meaning to pick up a copy of this for testing since i heard captaintorrence and darkbladejk mentioning it in one of the recent timberwolf production videos, and when this thread popped up, i figured now would be as good a time as any
really not impressed with it against any less than 5+ ships, and i was using a dedicated EPGtorp build too - i really don't think it needs adjusting beyond the global CD...and the repel - that needs some toning down

Especially considering there will be very few ships that you can do (comfortably) both GW and DOC in (GW, without Tyken's rift, for instance, for shared CD reduction, will take a long time to regenerate standalone). For single targets, DOC far less effective.
Also, DOC is like Repulsor Beams: not everyone appreciates you scattering enemies across the field.

No, the repel already is the adjustment it needs. :P It is what makes DOC less than ideal for all but a handful of scenarios.
