Playable changelings makes as much sense playable Vorta, which is to say, not at all. Changeling do not fight battles, that is what the Jem'Hadar are for.
Which of course is nothing but a lie that Weyoun tried to sell the Federation (and it worked for quite a while). It is the same as saying James Bond was so harmless and peaceful that his superiors had to threaten him with firing in order to get him to carry a pistol bigger than a .22 pocket defense pistol (never mind the havoc he routinely brought to bear without even pulling a gun). The Dominion mainly operates by espionage, sabotage, and assassination, and the Vorta are their main agents outside of the Founders themselves.
Even then, the Dominion's entire officer corps were Vorta and their overt military was little more than an intimidating distraction and backup plan that used the Jem'Hadar as vat grown disposable weapons. The highest ranked Jem'Hadar was the equivalent of a sergeant under the command of a Vorta officer. In fact, the only J'H "commander" they ever showed was a fake, the real base commander was Eris, the Vorta who was in the forcefield cell with the heroes playing a part in order to use the opportunity to infiltrate the Federation.
As for the Founder powers, they could be done well enough by a trait/kit module/weapon set that could be bound by race and LTE status in combination with the regular appearance hotswap mechanics.
Even so like you said it's a theme park mmo so no need to worry about rarity.
An ocean of changelings still doesn't amount to populations of entire planets that might be even larger than Empersa.
Also, being a themepark-MMO just means the game is overall less immersive (like a ship exploding just to have a respawn-button appear seconds later or everybody being a fleet-admiral doing captain's duties). It doesn't mean you disregard everything established in the IP.
If all 7.3 billion humans alive now stood shoulder to shoulder we would only take up Rhode Island. Odo filled up a bucket in his liquid form. There are a lot of changelings in that ocean.
The devs have said no to playable Changelings. Not only because of the mechanics of them, but for the same reasons why they are no playable Vorta. /FCT
