Game client freezes at ~65% load

So for about the last week my game client hasn't been able to load all the way, the game patches normally and launches the client normally but it gets stuck on the black "Cryptic" loading screen at around 65%-70% progress, always in exactly the same spot. Click anywhere throws the "program is not responding" message then I have to force close it. I've tried every troubleshooting step I can think of to no avail.

What I've tried:

• Launcher safe mode
• Disable patching on demand
• Reinstall through steam (How I've been playing)
• Install through Arc
• DDU and reinstall graphics drivers (they are up to date)
• Roll back to older version of windows since there was an update around the time it stopped working
• Reboot computer
• Change proxy from none to US
• Deleting game client settings

I've tried everything I can think of to get this to work. Even on a freshly loaded computer with nothing running it doesn't work. I'm getting pretty sick of this so if anyone knows a fix I'd appreciate it. Every single other game I've tried loads up and runs great except STO. (WoW classic, world of warships, watchdogs 2, warframe, to name a few)
