Serious FPS Drop

So I've been playing sto for quite a while now; couple of years actually and I've never really had an fps issue as I have gotten now. It doesnt happen everywhere but in areas like DS9 I get drops to around 20-25fps from the normal 60 that I get. Now I know the specs of my pc should be able to handle this, bit of a strong system. Here are the specs

AMD FX 8350 eight core processor
EVGA GTX1070 Hybrid water cooling with 8GB DDR5 Ram
16GB of DDR3 Ram 1600MHZ
512 solid sate HDD
2TB 7200 RPM HDD
850W Power Supply

So I have a beefy computer at least for this game but in some areas and battles my fps just tanks down to 20 fps. I checked a few things to make sure my drivers were up to date as well as checking that I did have directx 11 installed and updated. The odd thing is my laptop that uses and intel I7 and a GTX 1060 runs these areas that I get drops in normally at 60fps. Its the strangest thing. So if anyone has any idea what could be happening or any other suggestion; let me know! Thanks in advance!

    DS9 is bad for everyone. It needs work.

    Agreed. DS9 has such a lovely interior since the overhaul. It is a shame it runs so poorly walking around in the station.

    Yeah i know those places tend to be rough on computers but even earth space dock runs like at 20-30 fps, in space it does the same thing but my laptop, constant 60 fps.

    There is some screwy thing to do with the core usages between AMD and Intel..Intel seems to out do AMD by a bit in gaming but the new Ryzen 3000 apparently now has that issue resolved..
