When you achieve a new rank, Spock says you are deserving of a new ship. However, I have achieved Fleet Admiral status now and when I go to Acquire Ships, I don't get a new ship. It says I have to pay. I have a T5 Escort now, and it is maxed out but I have to face a Malon Battleship and no matter what I do, I get blown up. Why am I not getting my new ship if Spock says I deserve one now that I have achieved that rank. And how do I get a tractor beam and those little devices that act like tractor beams????

Tractor beam mines are a mission reward, I forget from what mission.
It sounds like you need more defensive skills.
Tactical Team (re-balance shield levels)
Engineering team (hull), Emergency Power to Shields, Aux to Structural Integrity
Science team (shields), Hazard Emitters (damage over time - plasma burn, etc.), Polarize Hull (escape from tractor beams)
Evasive Maneuvers can also help you escape from tractor beams
Neutronium console for damage resistance -- craft Mark II VR or buy them (at Mark II) from the Exchange, level them up with Phoenix, Omega, or Superior Engineering Tech Upgrades.
In 2018, when the Jem'Hadar became playable, it became possible to unlock an additional free ship at level 61 (because Jems start at level 60). That free ship choice for Feds is limited to only the C-store version of the T5 USS Enterprise/Defiant/Voyager ships...nothing else. If you are having survivability issues, I recommend grabbing the Enterprise choice for more durability...anyone dying all the time in escort won't find the Defiant any more hulky.
We *just* had giveaways of some other older T5 ships in the past week as part of the ramp-up to the game anniversary events. I guess you missed out on those.
TBH, no matter which of these T5 hero ships you pick, the choices are a bit outdated now in-game. With three free T6 ships given to players per year (including the chance to earn one RIGHT NOW for the game anniversary), you might want to focus on getting those if you are oppose to paying. Keep in mind, this game runs on players who spend money, so anyone who is free to play can't really expect to get "best" stuff for free or easily. Pay or grind out dilithium to convert to zen.
If you want some value ship purchases from the exchange, you can get some older T5 ships that get free upgrades to T5U like the Ferengu D'Kora or Undine Nicor. They sell for the bargain prices of around 5 million on the exchange as I type this.
Skills for tractoring are part of what your bridge officers (BOffs) do...they are not ship specific. Train your boffs in how to use more skills like tractor beam, etc. if you want more flexibility.

I use a BoP...and have fun with it. I am Casual...and most of my gear is Mark 12. LOL!
But I play on "normal" not advanced. If you are having problems check your difficulty settings.
Or start working on Upgrading your Gear.... Use this chart as a guide to what Mark Level Gear (that is the number level) you should upgrade to for your RANK and Faction.

BTW on Upgrading: the Mark levels easy to gain. On some mission and event gear it is FREE to Mark 12 and is already Very Rare (Purple).

1) Pick a single energy type and stick with it (Phaser, Disruptor etc) This will allow you to maximise consoles to support that energy type.
2) Load your Tac slots with consoles that buff the energy type you have picked. The end-game goal should be to load these slots with fleet spire locator consoles.
3) Pick a weapon type. Cannons/turrets or beams. Picking and sticking with one will allow you to use your BOFF powers to buff something like BFAW or CSV instead of a mishmash of both those plus torpedo skills.
4) Head on over to Reddit's STO Builds or any of the other excellent ship building resources. A T5 ship is more than enough for the story and even advanced difficulty missions.

Some skills can be upgraded, in a way. Gravity Well 2 and 3 use the same slot, for example. Check your Bridge Officers' Skills tab to find a list of what is currently in the game. They are not hidden for regular role skills. Specialist Skills I think, are only listed if you have that Bridge Officer with that Specialization.
This is the easiest way to go.
For Torpedo Boats, it usually helps to have the torpedoes be different types instead of the all of the same variety.
There are also Sci Magic builds, like All Radiation, that do not require weapons.
All Torps and All Sci are more advanced builds and not exactly suited for beginners. It is best to use Energy Weapons first, then try out the other types if it sounds interesting to you. Cannons are good for this as the piloting type used by them translates well to other fore-focused builds.
Using Tac team to help keep your shields reinforced is pretty much a necessity, although you can manually send power to specific shields. On almost all of my escort ships, I slot Tachyon beam. As long as you spent some points on drain expertise and have your Aux power up (semi) high, between the Tachyon beam shield drain and sheer firepower that Malon battleship should be toasted quite quickly.
