If I remember correctly you can claim the walker once you get to the episodes “Secrets” (Disco) or "Stranded In Space" (FED & TOS).

Did you talk to Admiral Kensington for the next mission? I was able to collect it after the first time I talked to Admiral Kensington in person at SFA.
talked to kensington, still restricted. thought it might be because i didn't use the first skill points still nothing. when i moused over the TOS connie it said restricted on that one too

maybe it's a recent change but I couldn't claim it either until I got to earth spacedock in the 25th century. I was level 4 when I could have claimed it but I clicked twice first and was level 6.
I was annoyed not to be able to use it for the Discovery missions but I replayed them anyway so I'll call it O K.

One of the Devs chimed in about it on another thread, but for DSC toon and AoY toons, the tutorial isn't actually over until you have been transported into the 25th century and done the "explore ESD" stuff and you can't claim the ship until then. It would be nice if the missions were actually still labelled as tutorial missions until then, would save a lot of confusion for new players.
I managed to claim my PLEC on my original DSC toon right after getting the mission "Secrets", beaming up to the ship, then beaming right back down to SFA. Turns out that being able to claim it at that time was a "bug" that has since been fixed. I tested it just last night, created a new DSC toon (mainly to buy some more DSC phasers) and I could not claim the ship until after getting to the 25c ESD just as the Dev stated.
No idea exactly when a 25c toon should be able to claim it and I have no interest in starting a new toon just to find out.
When AoD first launched I was able to clam the ship after completing the tutorial and when I returned to SF Academy after speaking with the Admiral. About a week later when I did another toon I wasn't able to claim the ship until the time jump.

Just made a new Discovery/AoY captain, skipped the Tutorial and the ship really is still locked out after doing the busy work of setting up the character. Only the reclaimable pack with the weapons was available.
I guess all those Working As Intended jokes have become reality...
The Walker is no longer available in the 23rd Century -- you can't get it until you hit ESD. In another thread, someone from Cryptic explained that the tutorial includes everything up to ESD, and you can't get the ship until after the tutorial. There wasn't an explanation for why skipping the tutorial apparently drops you mid-way into the tutorial.
What does it say when the game staff can't even agree with their own game? One says the tutorial is the tutorial missions, while the other says the tutorial is the tutorial missions and the first story arc...
They didn't pull this stunt with the AoY character, where the tutorial ended after finishing the tutorial missions and the T1 Constitution can be claimed in the 23rd century.
Yep - that's a stupid change (IMO) - I was able to claim the ship on my AoD toon at the point where the 23rd century admiral states she's giving you command of a ship. The change really hurts players who already know the game, and just want o get the ship set up and start out with WHAT THEY PAID FOR.
But that's Cryptic: Constant stupid developer/development decisions, no real QA to speak of, and programmers who don't seem to have a clue. (I mean really you add a ST: D warp out sound to EVERY ship in the game, and after nearly a month CAN'T figure out how to fix/remove/make it so only ST: D themed ships should use it?)
You know this game will probably be good once they get it out of Beta and the Devs get a clue as to how the Cryptic game engine actually works.

You have to talk to Kennington, go around the Academy, accept the next mission then you can get the Walker.

You might have found a bug.

When I played through AOD, I claimed the Walker as soon as I reached ESD and talked to the Admiral. I was level 3 at the time.
There is no point in making a scaling ship starting at T1 if you can't claim it until you're ready for a T3 or T4 ship. That's ridiculous.
This launch has been incredibly sloppy even by Cryptic standards.
