Where can I find Franklyn Drake when not on a mission. or is there a location for Section 31 in STO?

      I don't think that's exactly what the OP wants. I think they're asking where can they physically find him, like Admiral Quinn can be found in his office on ESD, they want to know where they can find Drake.

      I don't think there's anywhere you can find him, OP, sorry. He's only in the "Available" tab in your journal for the Traelas System Repair mission.
      Now a LTS and loving it.
      Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
      I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D

      Yeah, if he did have an office somewhere in Fed Space....you know what I would do? I would send my Ferengi (KDF mole) over to pop him one in the snoot.

        Well he is a very shrewd person. He'd be aware that there will be many people gunning for him so he stays in a secret place not on any space map.
        Now a LTS and loving it.
        Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.

            Go to Starfleet Command and walk into the offices of Starfleet Intelligence. He'll probably be in there filing paperwork.
            Like in real life, the easiest way to hide something is in plane sight.

            Planes aren't really that inconspicuous though. They tend to be large and obvious. S31s last plane was the size of a Galaxy Class and demolished a chunk of San Francisco.​​
