Yes absolutely terrible drop rates for the UR and Epic tokens. I thought the Phoenix packs were supposed to be a second chance at obtaining past/missed event ships ?.
The horrific drop rates make it near impossible to obtain them. I only missed 2 the T5 Breen Frigate and the Risan Luxury Cruiser by choice and am not to fussed about getting them, but anyone else who does has to open thousands of these things with no guarantee of success.
There's no reason for such poor rates as these ships aren't exactly top of the line, must have ships. The event ships were free for a 14 day grind. So someone missed it or decided not to play. I don't have an issue with them being able to pick um up for these boxes, exclusivity and denying others is not my m.o.
Hell they should even throw in the GPL T6 D'kora at Epic which I got a few years back for those not loyal enough to have been on the mailing list.
They need to up the drop rates or introduce a lower token to high token conversion system.

Yeah Phoenix Packs are very finicky. Last time I spent 2 million dilithium and I only got 1 ultra rare token. This time around I only had my 500 zen stipend and was able to get 32 packs with it.
My tenth pack was a Epic token.
They odds are just really stupid and annoying however they are still worth it for the upgrades which are by far the best in the game.
I have yet to buy a phoenix pack, I just take the free ones during the events, and I have scored 2 epics.
Play the real life lottery with that kind of luck!
I used up millions of Dil (since winning 2x UR for the Risian ships) and I know at least 2 others who used up even more and never won a single UR or Epic. That T5U JHAS will remain out of reach behind some drop rate that I speculate to be lower than lockboxes even.

The 1.5 tech points upgrades are fairly cheap for the ec rich, so with the upgrade weekend your phoenix upgrades give 150k+ of points, which often makes hitting 14 take one less phoenix upgrade.

True. Although the old ship I might want (Nandi) isn't available on the PS4 Phoenix for some reason. There's a picture of it on the event icon, sure, but the ship itself isn't on the list. If it were, I might actually spend some dilithium and roll the bones.
There was a thread when Phoenix first came out where people added numbers, and yes, while "very rare" is indeed very common, UR and Epic have way below 1% drop rate. Unfortunately there are no drop rates on the wiki as they were with lockboxes.

In total I must have opened at least 3,000 packs and got half a dozen URs and two Epics, so from that the odds are 1 in 5,00 and 1 in 1,500, respectively. Since I was fortunate enough to already have all the T6 ships there's nothing to spend the epics on and they're far too rare to simply downgrade. And getting access to the bug ship is about 3-4 years too late!

Not for me -- I'm getting the usual 1/3 - 1/2 better than UR rate, same as always.
Hmm. Been getting a lot of rares. 1 VR. Very few uncommons.
Best result so far has been that the 3k zen for their elite starter packs has been regained.
Until upgrading becomes a thing that's actually needed due to gameplay I don't see much point in burning dilithium on the boxes.
When you're not upgrading, sure.
If you're doing it, however:
Uncommon is already an improvement (albeit small) on the dil spent.
Rare is 2 uncommons, Very Rare is 4, so you're basically quadrupling up.
Also, as long as you're not vying for the ships but for other goodies on toons who missed them, you got a good chance.

The lower token to high token idea would be a good "bad luck protection" mechanism is my opinion.
