Just Liberated Borg would be best; remove the species names and give them AlienGen customization options. Along with a 'Gorn head' option that switches the body customiztion options to Gorn-specific ones.
Offhand I'd say that if you want to play any of the aliens that are "Human to 9 places" as EE Smith would put it, such as Risians, the inhabitants of Angel One, etc simply use the Human race and make Biography notes, as that has exactly the same effect on gameplay, ie none.
Some of them might have interesting racials. But tbph I don't think a species like Risian should be c-store. If they wanted to add them with unique racials for free sure why not. I wouldn't pay for it though.
I agree with not putting them in the C-store. Risians should be put in the lobi store instead, they're quite rare and have been valuable additions to the forum and the game.

Funny. Honestly they should be a reward for the Summer Event, they we're in DS9.
Anything nonhumanoid, with a preference towards undine, tholian, tzenkethi, and horta. (Although I can't say I have a good solution to suggest for the lack of hands on that last one.) Also voth.

What you said though, is far better of a suggestion. What it should have been, instead of Liberated Human, Liberated Klingon, and Liberated Romulan.
Would really love to see playable Aenar. They should give Romulan republic the Aenar option as well. Only reason they gave Kdf Joined Trill is because Dax worked with them in a previous life. One Aenar did work with the Romulans and it So yes that race could go to the romulans easy, Subians as well. I did make a romulan republic aenar with alien gen. Wished we could have the blind eyes option that should have been added to the alien gen long time ago.
Female Nausies, Lethans and Gorn one hundred percent yes to that. Really really they should have done that and with the kdf revamp if they ever do it. Should have the female gender added to those races.
Tbph there isn't much to interesting about the Suliban. They were an interesting villain in ENT but their genetic enhancements and participation in the temporal cold war made them so. In STO they have neither aspect of them. The cabal was confirmed to be dissolved by 2409. They do have a somewhat unique pattern that might be difficult to mimic but nothing about their biology really enforces unique traits. If there was a storyline about the reforming of the cabal and we could play Suliban with all kind of exotic genetic enhancements for increased customisation and interesting racials that'd be cool but seems unlikely.
Gorn just needs a female toggle but should look the same. Maybe increase their maximum height capacity. Letheans and nausicans need females though.
tholians and voth would definitely be tempting yes, but theyd need their own mini-arc imo to explain how/why we are flying alliance ships. Thus making them impractical for a typical store race.
I want all the Xindi races! Although I realise Aquatics aren't realistic. But we need a playable insectoid race. Aren't they a member of the federation by the 25th century? At least I remember that's what Daniels said on ENT. Tamaran would also be pretty cool. Lore wise I think they joined the feds around the same time as bajor and they're a very intruiging race. They should have a racial "Confusing language" Confuses enemies.

While true, canonically most Star Trek aliens are humanoid because they all were "seeded" by the preservers. Yes, it is because costumes are expensive, but it is also Trek lore now. It doesn't mean I'm against that, just people should think about why we have so many humanoids.

I very much agree with this. We need more truly alienlike species. Globs, or even swarm species with cloud consciousness holding together hundreds of small pieces of... stuff, a flying species... the more alien, the better.

I would say Ocampa - but the parts are available to make a very believable one using the 'Alien' template.
Though they could have interesting racials? And before someone says "IMPOSSIBLE" There is an npc Ocampan on earth spacedock. Seems to be the assistant to Admiral Quinn. Idk how she got there but she's there. However after playing the character for 8 years they are permanently deleted . Though tbph only what 1 or 2 years have gone by lore wise since the game began even though it's been what 6? Years idr when it first launched. But like how do Ocampan's become starfleet officers? Starfleet training is 4 years. To them that's like 50 years. Half their life. Due they get an accelerated program due to their short lives? Or do they really have to spend half there lives just to become and ensign?

My most-used character is an Ocampa. And the age limitation is only a 'hindrance' if you let it be. We know that the Ocampa have abilities that were ignored whilst they were on their home planet. We also know that they have an 'evolution' (for lack of a better term) as per what happened to Kes; that process might have been significantly accelerated in her case, but it does nonetheless indicate that it's something that could be dormant in the Ocampa. It was also evident that being cared for by the Caretaker made them complacent.
We can remove two of these factors though. The Caretaker, who (obviously) died in the episode of the same name, and the fact that by all accounts STO strongly implies that most of them have left the homeworld - which makes sense as it was probably not capable of supporting them without the Caretaker's provision. Remove those scenarios - make them more independent, perhaps they would begin to experience longer lifespans. And the Suspiria Ocampa, whilst not the best example (due to side-effects), stand as evidence that they could live longer under certain circumstances.
We also saw a possible future where the Doctor said he could greatly increase Kes lifespan by artificially putting off her morilogium. The rapid ageing and dying aspect of the Ocampan life. However Kes daughter in this timeline was vehemently against it. They also didn't clarify if a half Ocampan had a longer or same lifespan as whole. We know they reached maturity rapidly like Ocampan but that's it. Could be the best of both worlds kind of thing.
Actually something I'd really like to see is an insectoid race. And more reptilian races. Specifically for Starfleet. Xindi were purportedly a member of the federation by the 25th century according to Daniels. (Ent). MAKE IT SO
Ooo… Given we already have Android BOFFs with a special trait, that would be awesome. Imagine a trait kind of like a mix of the "You've been assimilated by a Borg" thing and the Molt trait that lets an Android restart occasionally after being killed.
Of course I'd love some of the less human-looking species, but I suppose the stranger they get, the more effort Cryptic would have to put into ensuring everything in the stories still works with them (like, what about the mission where you are a Romulan Tal'shiar hologram? Would they map weird insect weapons to real ones?).
I also haven't seen anyone mention the human/cat people from TOS's Assignment: Earth. They could do them like Professor Lokin in SWTOR: They'd basically be a cat pet out-of-combat, but in cut scenes and combat they'd morph into their human counterpart. That would mean they could use regular equipment like all other BOFFs, but would still be awesomely special.
I presume Undine BOFFs/playable species could work the same way. You'd character design their human "combat appearance", and their Undine appearance would basically take over a few proportions from that, and maybe a few colors (kinda like the Worgen in WoW, where you design one of the two, and the other changes appearance based on that).
