Experiencing severe stuttering in the game

GUYS I HAVE SERIOUS PROBLEM I AM AT MY ENDS REGARDING THIS STUPID GAME. FOR THE LAST MONTH I STARTED TO HAVE STUTTERING IN THIS GAME AND I DONT KNOW WHATS BEEN CAUSING IT!!!

((( one second it runs smooth at 70 FPS and then for few seconds it just blocks and then again smooth and then again it blocks. and then another day it runs smooth without any stuttering and then 3rd day runs again with stuttering....

(( i am going crazy!! PLS HELP!!! my configuration is more than enough for handling this game it is as follows:

intel i7 4720hq 3.6 ghz, 12GB RAM, win 10 x64, nvidia geforce gtx950m 2gb

i wrote to technical support team but they told me in the end its my internet connection either blocked by antivirus or windows defender. and i say its TRIBBLE as i have tried everything. from what they suggested to reinstalling nvidia drivers and even entire windows!!!! everything works fine in other games in high FPS but just this game been causing me problems!!! please guys if anyone of you had this problem pls help i would be appreciating it so much!!!!

Ok, so lets do some things.

In cmd, do these things: ping patchserver.crypticstudios.com -n 8 , Then copy the results here. Then do this, in cmd: tracert patchserver.crypticstudios.com , Also, paste the results here.
Do Win + R, the type in dxdiag. Save to txt, and then paste is somewheres like pastbin. Then paste the link here.

If you dont know how to do these things. Let me know. I have written a batch file that can do all of this for you.

Ok. after watching this , there is only a couple of things that can be doing it:

100% usage of either: CPU, GPU, RAM, or Disk I/O.
Bad internet connection (Wifi, bad docsis streams, ect) < Call your ISP about this, bad docsis streams, or the fiber equivalent can only be fixed by them. Wifi on the other hand.... Dont use wifi for gaming. Its not intended for that.
Faulty hardware (how old is your Laptop? Have you dropped it?).
Faulty game files. This can be fixed by running force verify in the game launcher.
Or a virus.

If your antivirus or firewall was blocking it, there would be no connection. antivirus could cause this, but is not likely.

Your using a 4th gen processor which should be fine..Can you let us know what your CPU and RAM usage is while the game is running? What power mode are you running in? Also what are the temps (CPU, GPU, HDD), cause high temps on a laptop can do this, the main reason I dont prefer gaming on laptops period..Let us know the details..

Also try clearing the game cache out completely..Check for drive errors..Defrag the driveUpdate all drivers and windows updates (especially since the Meltdown mess with intel)..Verify the game and have a look..Lets us know..

install netlimiter app. see if other apps does allot of uploading !! further as a suggestion 360 total security app is more than enough for protection. any other antivirus and firewall just use too much resources.

From the video, your stuttering appears to be plain old lag. I occasionally get the same thing, but only in high traffic areas like ESD, First City etc.

Disclaimer, I do sometimes get that effect no matter where I am, but at those times other things on my system also seem to be slow and laggy. Every time that happens there is always a Windows update waiting to install. Windows update appears to grab huge chunks of your bandwidth while downloading and after downloading but not yet installed lags your entire system. Three different systems running Win10 x64 and they are all that way.
