AFK Punishment - Prone for abuse?

Just got slapped with an AFK punishment even though I wasn't actually AFK. Now I can't queue for anything or get rewards for nearly two hours.
Is this a thing imposed by the game or the players? Because if it's in the hands of the players then it's just going to be abused.
For example, I could be finishing writing something in an open tab when the alert begins, meaning I could start 10-30 seconds later than the rest of the team. They could just assume I am AFK and slap this punishment on me or another player doing the same, punishing me for an imagined crime. See how easy that is to abuse?

Work on your build (see Qtuhulu's guides linked on the main page) and get in there and fight, you can type while fighting.
That if enough of them decide you were being AFK or that they just don't like you, they organise an AFK report to inflict punishment.
A few times this week while attending the HoloArena queue, I've been having connection issues, which was responsible for delayed starts, the occasional disconnect and repeated SNRs.
Fortunately, none of those resulted in a AFK flagging/report, but it could have done so if someone took object to my diminished activity.

For that toon which got the AFK my quick look at the combat showed over 100k in damage and of course I was amazed it was not 1% and on the CCA run I had a constant stream of hurt pouring on it with two other crazy high DPS peeps and it popped. The point being it is funky sometimes and any attempt at getting the issue resolved is met with negativity and no response or a response that says "we dont keep such records sorry..." when the system could be changed to a more equatable one.
I would rather 100 AFK people get away with doing so than 10 people actively doing what they can to contribute to the success of a run get slapped with it. Essentially the system is clearly failing to match players of similar [DPS] ability which is the entire merit of you position.
Shoot at a bare minimum they should change the name to 'DPS Penalty' because that is essentially what it is; especially if they dont want to change the system.

Yeah, in CCA you can pop a team wide heal (I assume that counts towards 1st place, cause it's real easy to get first in a Sci-ship with a couple healer consoles). Toss in a GW3 w/ a Torp Spread then a AoE shield healer traited Tachyon Beam and you should be good!
It would be a way to tell people that they still need to work on their gear and do missions with worthwhile rewards. Having collected that with a half way comprehensive build, anybody should be able to contribute.
This one is towards the top of my list for funniest STO posts. Someone complaining that they got an AFK penalty for actually being AFK.
Do note that under the older queue interface, this user would've just been dropped from the queue pending at 30 seconds, and that's after it sounded that the queue was ready. Under this new queue system it occasionally drops you into the queue with no warning, even if it's been sitting for awhile.
