What kind of nice little reward would you like to see to get YOU to play as a Klingon? Is it a Delta/Temporal kind of recruit event? A free ship? Would the option to defect a character to KDF be what you'd want, so you don't have to rebuild? What if we had Targ Hunters as player characters? Or the elite mook Swordsman as a player character?
Seriously, we need some more friggin' Klingons in this game! So what would it take for you to make and keep playing a Klingon alt?

Perhaps marketing could mention the chance to command a crew of Orion bikini warriors in the gender of your choice? Or a team that's Gorn fishin', but only manlizards there.
Essentially, now that the "alliance" exists between the three major powers (Fed, KDF, and Rom) just make it so that every player has access to everything.
You want to be a Fed player who has a Romulan crew and flies a Klingon bird of prey? Fine. You want to be a Klingon with an all-Andorian crew and flying a Romulan warbird? Fine.
Klingons will get full access to ESD and Starfleet Academy and Feds will have full access to Kronos. Everybody gets everything.
Short of that, I don't see the KDF faction ever doing as well as the Feds ... not unless the KDF gets more crazy awesome stuff that the Feds can't use (which would just make Fed players cry and complain, so it won't happen).

Full on "merging" all factions feels like a couple steps too far but real crossfaction teaming and fleet forming would already go a loooooong way.

I think Cryptic should take a look at what they want the KDF to be in order to get more people interested. It currently has no identity or appeal outside of people who want to cosplay as "Star Trek villians of the week".
..personally, I have a Rom/KDF and several Orion Bikini Warriors But I'm an altaholic who tends to make at least One Of Everything in MMOs to try out all the content. (Which also means, of course, that most of my characters don't get a huge amount of time/effort put into them. So while I have several KDF aligned characters, they're not in fleets, they're not helping fill queues, etc. They're just more alts. /shrug)
My incentive was when I bough the DR pack, it had 2 real nice Rom ships and another 2 equally sweet KDF ships, so I made my first Romulan (KDF Aligned because contraband, I like the KDF-Rom uniforms, and it's different), and first KDF (Orion Tac) - because back then KDF had zero science outside lobi/lockbox & the Dysons.
I now have another Rom science alt, a Reman engineer (KDF aligned), and an Orion science officer - they have sweet C-Store faction science ships and event science ships (Flying Triangle, KSV).
The spec tree revamp, however much of a pain that was, and associated expenses for non-LTSers, does make it possible to do well in all ships as well as ground science (remember that unobtainable particle gens spec tree?).
Finally, just knowing you can be part of the minority (Roms, KDF) is enough of an allure in its own right, and even better, you get to fight the Federation NPCs because *RP rants & rage about something or other*
Also, Imperial Romulans, Remans, ....Orions, and all other manner of 'degenerate' villains as your player character? Don't get no better than that!
The rest of the races being only available to the Federation & (possibly) Republic, though the Republic has the same problem as the KDF.
Also have a 60 Bajoran fed with a T6 Defiant, which also absolutely wrecks everything unfortunate enough to cross its path.
Yeah...it was kinda off-putting for my KDF Romulan, in the debriefing for "Mine enemy", to be able to tell Temek that Hifhar was "ripe for conquest"....a Republic Officer would never say that. I would think they would be contacting D'Tan or Kerenek to send a force to boot Madran out and assist the miners.
But I think a FED/KDF Officer exchange Recruitment event would allow the Fed-centric players to dip their toes into the KDF faction, while still playing a Fed.
I liked the Klingon arc a lot. Was sad when "you know who" (spoiler) bites the bullet.
So it matters if you are a fed but not KDF late game pulls it out a bit.
