Traditionally scottish men wear a kilt but thats not the best bit though as they tend to go without underpants, an old tradition like the highland games and the caber toss. I don't imagine Cryptic will allow our characters to go without underpants. it's just as well considering the different age groups.

Fortunately proper kilts are quite heavy and long enough not to be gust-prone. Surprisingly warm too. Handy up here in Scotland

You get the Title for the Romulan Character but the other clothing/face options are not available on Romulans. I never said Romulan Characters, just Romulans. If you have Federation-type Boffs you can use that.
The color palette on the Romulan Skant (dress) and top is not the same. Good luck on matching it up.

The 25th Anniversary Stuff yes, each Character must visit Worf in the Academy Holodeck. The Shuttle and Skant is an Account Unlock in the C-Store Promotions Tab. Then to the Tailor for the Faction specific Skant and, if Fed Aligned, to the C-Store Small Craft Tab after some Character has unlocked the Type 7 for the Shuttle.

Federation Type-7 Shuttle which can be claimed in the Promotions tab of the C-store.
Skant Uniforms which can be claimed in the Promotions tab of the C-store.

The Type 7 and Skant is already availible, Worf is already deployed to unlock the 25th Anniversary Rewards. The only thing postponed until next week is the Kilt version of the Skant. Bugged and will be released with the Miracle Worker Specialization.

Both my Fed and KDf allied Romulans managed to get the Worf stuff. Just visit your allied holodeck.

I have the same issue. Apparently, my Type-7 is actually a Danube in disguise...

Acutally the shuttle should be under Promotions in the C-Store. That's where I found it. Since its what is says here...
