While using the Ferengi Admiralty campaign I have noticed a bug with EXP gain. It has caused an odd de-sync in the mission tracker.
Expected behaviour:
When collecting EXP from an admiralty mission the listed amount of campaign is added to the total campaign EXP. Then when certain totals are hit the appropriate level Tour of Duty mission triggers.
What is happening:
A mission complete display shows an abnormally large amount of campaign experience, typically 5-7000 per mission. When collected the mission either awards the base success value or no value. For example the mission displays it is awarding 5000 campaign EXP, and yet only awards 174.

As you can see the 6000 odd EXP is missing. In fact, in this screen shot, all campaign EXP is missing.
This has resulted in two knock on effects:
1:The campaign tier and tour of duty missions have been de-synced:
Here we see I am Lvl 9 on the campaign, yet have tour of duty (4) mission. I have completed Tour of Duty (a0) and this is technically my second run though according to the tour of duty.
2: I have completed the tour of duty (10) mission, however no specialist end of campaign award seems to have been given. EG: The ship cards for KDF and Starfleet missions, tech upgrades for Romulan. Although I have no idea if such a specialist award is supposed to be given for this campaign.

If need be, I have a full selection of screen shots (about 20 in all) that detailed all my activities in the Admiralty campaign window for this one day.

Completing the Tour of Duty Campaign for the Ferengi Alliance rewards 30.000 Dilithium Ore, same as for the Klingon Empire Admiralty. You can see the progress and rewards for each Admiralty under "Overview" tab "Admiralty".
I was under the impression, only one Tour of Duty mission runs per campaign at a time. And once slotted, nothing counts toward the next, until it is over.
So, once I "trigger" a Tour of Duty mission and slot it...I move over to a different one...to keep the Tour of Duty assignments moving.
I will go see if details are in the Wiki.
OK Wiki confirmed the 10,000 Campaign XP per character per campaign a day.
It also states:
Nothing about Tour of Duty assignments even having to show up after a certain number of points are accrued in a campaign, so it must be random.
Nothing about a Tour of Duty assignment having a "cool down" effect on the next assignment at all...so not sure where I got the idea there was one. Other than never having seen two of them at once from the same campaign run at the same time.

On to the issues in the OP:
Tour of Duty progress and progress through levels are not linked at all. If you happened to get Tour of Duty 1/10 your first day, you would probably be at campaign level 2 or even 3 after claiming it, so you would be way behind. Conversely, at campaign level 9, you could only get Tour of Duty 9/10 once, meaning that you would go at least 6 days without a Tour of Duty in that campaign, given the 10,000 campaign xp limit per day and the 70,000+ campaign xp that it takes to get from campaign level 9 to campaign level 10.
As mentioned above, the special reward for completing the Ferengi Tour of Duty is 30,000 dilithium, just like the Klingon campaign. There is no inventory item that comes with it. Related to this, the Epic Admiralty card comes when you complete the campaign, not the Tour of Duty, so you won't have that until you reach level 10 in the campaign. An unadvertised bonus is that you will also receive 20,000 dilithium for reaching level 10 in the campaign, so look out for that reward, too.
In summary, everything that was posted in the OP is expected behavior. I even have a couple of characters who still have a shot at getting through the Tour of Duty twice during the process of getting the campaign level to 10. That is more than a bit better than the few characters who finished some of the other campaigns before finishing the Tour of Duty even once, so the fix that they put in for bashful Tour of Duty assignments sometime after the Romulan campaign was added has obviously had some effect.
The XP rewards shown for completed missions do not change if the cap is reached, or when it resets. This isn't necessarily a bug, but could use some attention.
A related issue is the daily bonus for your first assignment completed in a day tends to stay for the campaign xp, at least, after you claim that first assignment of the day. This will lead you to think that you should be getting more campaign xp than you actually will. Both of these are cases of the UI not updating after certain criteria are met.
On yesterdays haul I had the following.
first four missions gave 5000, 6000, 6000 and 6000 campaign EXP.
First mission gave the full amount.
Second mission awarded 756
Third awarded 864.
No record of #4.
So where'd these abnormally large EXP numbers come from?
If after mission 1 claim I'm still under the cap (10000-5000=5000), why wasn't 5000 awarded from the second mission, and none there after?
There is an issue in that the UI will show the daily "Bonus XP" award for the completed missions in all 8 slots, even though it will only actually give the award once...
