It used to be that 125ish shield power gave over 30% shield hardness is that still true?
If so would an ICO shield + EPS2 + 125ish shield power hit the max shield hardness cap of 75?
A lot of my builds use EPS, highish shield power and ico shield, it would be nice if I could reallocate the shield hardness points when eventually respeccing.

What nerf? Theres nothing mentioned in the Balance pass notes about a shield hardness nerf..

Maybe was not mentioned in balance pass notes, but they are obviously softer... you can see that when torps or mines hits you... Befoure patch I would not worry if shield was up and runing, but now you can see hull HPs go down, and shield are on 90-100% of HP, and that is case with Elite resilient fleet shields that have only 5% bleedthrough...
Are you running the Plasmonic Leech? If so, that got hit pretty decently with a nerf bat, and only does a max of 7.5 per subsystem (at 10 stacks) returned regardless of your DrainX now, which means you're likely running less shield power now (which impacts shield hardness and regen).

My shield power is now after S13 higher than it was befoure, and i dont use leach, I dont need it...

I think I read this wrong the first time, if your shields are at 90+% and your hull is melting, that's not necessarily a shield issue, but might be a hull issue instead. There have been nerfs to various hull related things, like Energy Refrequencer being dropped to give lower than it did pre-S13, Fleet Combat Buff no longer giving damage resist, etc. that could be causing issues with your hull. Also, NPC energy weapon damage effectively got buffed by the weapon power curve being redone (most NPCs have 50 in all levels, and 50 weapon power does more damage than before), so there's more bleedthrough that needs to be accounted for, even if it doesn't drop your shields.
