"The timeline is secure at the moment" popup every time TOS character logs in

I've completed the Yesterday's War arc with a TOS character, and now about 30-60 seconds after I log in I get a popup message from Temporal Agent Philip Crey with "The timeline is secure at the moment, Admiral. We'll contact you if things change." The only dialog choice is "Exit". Is there a way to make this go away? It's frustrating when it appears in the middle of a mission, especially Epohh hunting

It'd be worth it if someone could mod it so it's Leslie Nielsen saying "I just want to tell you both good luck. We're all counting on you."

I have those on my 2 (and only) AoY chars as well. Those chars finished Yesterday's War, Future proof (beside Agent of Yesterday) line, in case it matters for troubleshooting.

By the way, the popoup could cause mess/delay/misclicks in accidental interactions or while trying to do something else, and so it happens from time to time to me.
