I have not received my monthly Zen stipend, which usually arrives on the 16th of every month. My monthly payment has not been taken out. I also can't figure out how to check how long I have played or if I canceled my subscription.

You don't get your stipend on the same day each month. It's a 30 day cycle. You can check the status of your account on the ARC webpage under 'Your Account'.
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.

This is wrong. The stipend shows up on the same day of the month at the same time.
If you started your subscription at 3:35pm on the 8th of the month, then on the 8th of every next month at approximately 3:35pm your stipend appears.

I know you think that.
The subscription is 'Monthly', the payments are Monthly, not on 30 days. In your scenario it would be possible to be billed your 'Monthly' payment but not receive any zen for that month - think February. Would anyone put up with that?
And, what corporation in the world bills on a rolling 30 day timing? Some months you'd be billed twice and some months never.

Under your scheme I could conceivably pay 12 'Monthly' payments, not get a stipend in February, and still wind up with 13 zen stipend transfers into my account.
Edit: I just checked the "Subscriptions Page" and it literally says 'Month' everywhere, not 30 days. Look Here

Check the panel at the bottom right of the subscription page. Clearly says 30 days. The vast majority of companies that I deal with are 30 days.

Yeah the only things I can think of that are not on a 30 day cycle are things like mortgage, car insurance, etc. Games are always 30 days. Of course, I have no idea when mines supposed to hit, I preordered a lifetime sub back before the game launched so I never see a charge on my bank account.
