I'm the same, major rubber banding, random disconnects, maps not loading, not being able to beam up or start anything. I have done a trace and packet loss trace.

WinMTR v0.92 GPL V2 by Appnor MSP - Fully Managed Hosting & Cloud Provider
The value after the ip address is the amount of data lost in a percentage, after doing a whois 198.49.243.252 is cryptic with 92% packet loss. The problem isn't the game server but just before that, the whois for the ip comes back with something interesting, the naming.

Anyway, there is what looks like a bottleneck and it's between washington 38.111.40.114 and cryptic 198.49.243.252. Either way, the flow into the servers can't cope with the data.
Comments
These issues become part of any gaming experience that is online-based when there's a central point of failure, and at this point, it's undoubtedly clear that Cryptic's/Arc's/PWE's/Blacklight Retribution's hosting solution choice of servers are the actual bottleneck regardless of where people are connecting from. These kind of of problems drain all the joy from the gaming experience with all the frustration they cause. Hope the Server Team starts to bring its A-Game from here on out and that posts these and comments from other users in the community having the same problems helps things along by getting the valuable information they need out in the open.
