This reminds me of my highschool days, where ppl were complaining they fell like 0.1 points short of passing their final exams. To which I invariably responded: "You didn't flunk because you were 0.1 points short, but because you were stupid enough to let it come down to a 0.1 points margin."
Also, teachers tend to give a tiny but sufficient bonus if the student was serious, pleasant, quiet, attentive and made efforts.

Hey guys, give the man a break. He says right there in the OP that he just started playing the game well into the Anniversary Event. He had exactly enough days to get the ship, according to his calculations. As a new player, he's not going to know how everything works just yet. Could he have acquired Lobi to complete the project? Of course, but maybe he didn't know about Lobi yet. Who knows? I feel for you, OP, to have come so close. But don't cancel the project. Maybe you can still buy some Vouchers from the Lobi Store. If not, there's always the possibility of finishing it off next year.
New player or not, it's the sense of not my fault that is the problem. He is placing the blame squarely on cryptic and not himself for what should have been a rather obvious end time for the event if he paused and thought about it for a split second. You are new and want to ask questions or need help? Fine. You are new and want to blame cryptic because your logic isn't as good as my friend's 2 year old girl (okay I will admit that she is really smart...and really manipulative...she is gonna be a problem as a teenager...but still...2 years old)? Yeah, you are gonna get piled on with that. It's generally a bad idea to come to any forum and go "Look at how stupid I am"...it is doubly so on this one.

It isn't about being new. It's about blaming others instead of taking responsibility. Under no circumstances is it Cryptic's fault he started late.
New players are likely to make some wrong decisions, because they don't know everything yet. It's part of being new. The difference is in the response. They can learn from the experience, ask for advice and do better next time. Or they can whine and complain and blame everyone else for not giving them a free pass just because. The latter will get no sympathy from me.
I've started new games mid-event, too. I've usually failed those events, exactly as expected. If I was even able to try at all. Never once have I felt the need to blame the developers for "ruining my chances" or demand they give me the event reward for free.
I'm with @meimeitoo on this. It's not like cryptic gives you 30 days to earn 30 tokens. I claimed my ship and had at least two weeks to spare. If you can't get it within that time period you weren't trying very hard.
So did I. I started on the first day of the Event and didn't miss a day of playing. Always first thing in the morning (after Arc Quests)
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything.

In all fairness, I didn't realize he was a new player, no. Still doesn't make it Cryptic's fault, though.
I remember skipping this year's Breen ship; and a friend of mine said, near half-way, I could still make it. She was right, but, looking at the calendar, I realized the margin for error was too great, and I'd likely be upset if I then missed it, after all. The OP was in the same boat: he took a calculated risk, knowing he'd likely not make it in time. Why, the latter he actually didn't do, but should have, is the point.
Still sorry to hear his first major STO experience was a negative one; but still not Cryptic's fault. If I were Support, I had probably given him the lousy 40 markers anyway, just out of leniency; but that's lesson Nr. 2: you should treat Support in this game as being de facto absent -- aka, come in with zero expectation regarding them, or you'll likely come out hurt.

*nods* Never missed a ship I had set my eyes on, ever. And you'll have plenty time to spare (like, for me, going to parents' for a weekend, for example, where I can do sh*t on my dad's crappy computer).
Yeah. On the day I got my ship my desktop crashed hard. Burnt processor. Yesterday I got it back. Mostly. My SIL brought over a desktop he built from spare parts and my son put my HD from my other computer into it and reformatted it after pulling all my stuff off it.
So I have it back. No, it isn't top o' the line, but it plays games and that's all I want it to do. Now I can be sure I'll be able to powerboard race on Risa and do my daily Flying High with little to no lag.
Now a LTS and loving it.

The OP had planned to get the ship on the last day, so it's pretty clear that he understood the time constraints.
Again, the issue here is fact that the OP has decided to blame a game developer for the way he/she personally manages their time. Personally, my reply was not intended to be rude, but when you come to a forum and blame everyone else for your own actions, it's not uncommon to get piled up on.
OK. Yes, the OP took a risk at starting an Event that he barely had time to complete. But he made his calculations and it was a risk he was willing to take. He says he played the Event every day leading up to the last, which would have earned him the ship. He failed to complete the Event because of unforseen EXTENDED downtime. The only thing he failed to do was account for that. It's not like he didn't try. He earned his way to the end, and only fell short because of circumstances beyond his control. This is no one's fault. Not the OP's. Not Cryptic's. If this had been another player that had been around awhile, had participated in an Event or two, or had been in the game at least long enough to have been able to start the Event from the beginning, then I would be less sympathetic. But this new player started playing STO right in the middle of the Event and is still learning his way around. Let's not meet him with such hostility so soon. Now, we veteran players know that all hope is not lost. The OP has other avenues to still getting his ship.

I joined the game part way into Summer event 2014, and it was a squeaker for me, but I managed to get the Risian ships on that one. Good thing I did too or I wouldn't have either. My point is, the only reason I did get them, was I took the time to read what was going on, and how to qualify for the prizes. I was new then too, and I didn't have knowledge of the games systems. Like you would hear from any judge, ignorance of the law (rules in this case) is not a valid excuse.
Also it wouldn't have helped the OP in the least for the downtime to have been shorter. The event ended (like they all do) when the downtime began.
The thing about that is that while the downtime window was extended, the game was actually up by the 2.5 hour mark that it was originally slated for. I left the launcher open and had a green light on server status when I checked it at 12:31 EST. I even checked to see if the Anniversary daily was still in the event pane on the side of the Journal, and it was, along with Arena of Sompek. There was time to get it done, if you were paying attention, after maintenance, if you already had the patch done. I think the official announcement of it being back up still came more than 10 minutes before the event closed, which would have given you enough time, as well, provided that you were already patched. I know that the patcher was reported as moving quite slowly that day, though, so there still could have been problems, but extended maintenance was not really one of them.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
Way to attack a new player, you should be glad we are still getting new players. Just explain they can still get the ship with lobi instead of putting them down. If you read the original post you could see they just started the game halfway through the event. I don't expect them to get the vouchers for free, but you should really lighten up a bit.
I think this thread has already run its' course, folks! Closing this.
