I started a mission today (forget what it's called, but its right after desperate measures. The mission starts with you having to battle that big Romulan warbird. I can't beat it. I tried everything I could possible think of, but he just kills me with his first barrage of those plasma torps. I don't even last 10 seconds. I understand a challenge but this isn't a challenge to me. What can I do to get past this thing? Thanks in advance for any help.

Full power to weapons. It's amazing how much of a difference that can make. Are you rom in a ship that can cloak, you can hit and run with that. PC, PS4, Xbox?

Have you got all your tech upgrade's for your bridge officer's and all applied too each one so they work you get them on either what ever space station your apart of if fed it is on Sol and so on I am on ps4 an at end of game so if you need help just ask if need to join fleet i am on there. But when you have all teck upgrade's just select each command like square circle and so on apply each one to what you want And also from bridge seclection set up there.
It is right in the back of Admiral Quinn's office just after you get off the space station you beam too you instead of going right go left around the bend down the stair's where you buy your officer's. You get book's there too get one's for space and ground and make sure you have your officer's all promoted so can use them
The best way to deal with Romulan Warbirds is to stay at least 5km away from them. Their tractor beams do not go beyond 5km. If you get tractored, then either use Polarized Hull (science) or Evasive Maneuvers to escape.
If the Warbird fires a barrage of plasma torpedoes at you, the best thing to do is to use Beam Fire At Will (BFAW) or Cannon Scatter Volley (CSV) to destroy them.
In terms of Boff abilities you should generally have at least one of the following:
Engineering - Emergency Power To Shields / Engineering Team
Science - Hazard Emitters / Science Team (Swap in Polarized Hull against tractor beams)
Tactical - Tactical Team / BFAW or CSV depending on your weapons.
Stay at least 5km away to avoid the tractor beam and use a AoE barrage to get the torpedo spread.

i think that is also on Sol space dock you can buy them there but higher one's you need to do in school

What I did was to make sure that I have tac consoles slotted which only augment the only weapons type I use. For example 2 phaser relays for your (all) phaser weapons. If u use something else than phaser slot the repective consoles. You should be able to get the stuff on the exchange cheap.
What’s not going to fly (unless you know what you are doing in the upper end of the game) are mixed set ups of different space weapons and consoles that don’t augment them.

The most efficient thing to do at your level would be to choose one energy type and make all of your weapons this type. It does not matter which one it is for as long as it’s all the same. Pick the color you like.
The next step would be to slot as many tac consoles as your ship allows which augment that respective type.

If you do that I think you get much more out of it than by trying to have the MK of the weapons up as much as possible (both boosts you however).
Try to browse the exchange in space dock for cheap consoles. Perhaps some of the vendors there has stuff like that too?

No you can’t. While you increase in level you get access to more powerful ships. Usually every 10 levels you can claim a better one for free. They will have more slots then. Perhaps you can already get a new ship? If not and you still have other means to increase in rank do that first and finish off the Romulan later when you have a more powerful vessel.

Sci team is a must-have for low-ranks, very good shield heal. Engineering team for hull heal. Polarize hull for sci slot as well if you have two of those. If you only have one sci slot, then polarize hull, as it gives a short immunity to tractor beam. Pop it as soon as that bird puts it on you.
I don't know what ship you are commanding, but stick with one energy weapon type. If you like antiproton, all your energy weapons should be antiproton. Your tier 4 ship should have at least 2 tactical consoles (the Tactical Escort will have 3); use tactical consoles that will specifically increase weapon damage for that energy type. The antiproton mag regulator is used with antiproton weapons. The phaser relay is used for phaser weapons. As a commander you can Mk VI gear.
If your ship only has one tactical console slot available, then that means you did not select your free tier 4 ship yet. If you have not spoken with Admiral Quinn after reaching level 40, then go speak to him to officially get promoted and you will receive your free ship token to select your tier 4 ship from the ship requisition officer.
Instead of wasting resources on R&D upgrades at this point in time, simply go to the Exchange and search for rare or very rare weapons (stick to one type of energy). Very rare will likely be too expensive. Rare should be more affordable, but if they are too expensive for you, then just go with uncommon.
All starships have a base chance of doing +50% critical severity (damage) and have a 2% critical chance (to hit) for each weapon. There is no point to min-max your ship at this point in the game to get the best performance since you will not be using the gear you buy for very long. Personally, I would shoot for very rare weapons with [CrtD]x2 [CrtH] or [CrtD] [CrtH]x2, rare weapons with [CrtD] [CrtH], or uncommon weapons with [CrtD].
[CrtD] = +20% critical severity if your weapon makes a critical hit
[CrtH] = +2% critical chance which increases the chance for a critical hit
The mods only apply to the specific weapon that has those mods. Meaning if you have 3 weapons with [CrtD] [CrtH] that does not increase critical severity to +110% and critical chance to +8% for all your weapons. Each weapon will have +70% critical severity and +4% critical chance.
Getting the gear is nice. But the most important thing to actually focus on is tactics.
- Stay at least 5km away from the Warbird.
- Use BFAW, CSV or Torpedo Spread to destroy the barrage of heavy plasma torpedo heading your way.
- Use Polarized Hull or Evasive Maneuvers if you are trapped with a tractor beam.
