Definitely seems to be the Terran Warp Core. I'm not sure what it is, but I suspect it has to do with the way it boosts power. That is, it slowly increases your power levels over time, so the ring might occur when your power levels reach the max level. No evidence of this yet, but it's a theory.
From the wiki: "Note: Subsystem power stacks approximately every 10 seconds in combat. Ends when out of combat (full impulse available). "
You could check if it happens every 10 seconds or a while after, indeed.

Remove Leech/other passive power generators.
Find something to shoot that won't die. (went to Starbase 24 and shot a Negh'var with just the KCB on auto)
Wait for the power to creep up.
Note when the red ring appears.
My default weapon power is 117. The red ring appeared when it hit 222 the three times I tried. On one of them, the NPC bugged out and was passive as I was shooting it, so we know it's not anything defensive.

I didn't have the Terran warp core equipped on any of them.
Does another Power share this effect or one simular?
I'm pretty sure I was fighting Hirogins at the time in Narrenda.
IIRC, Hirogen Tetryon procs (a shield DoT) are also a circle around your ship, but very different colors than this.
